Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

 

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

 

Job Description:

  • Procurement Support:
    • Assist the Procurement Officer in sourcing and procuring medical supplies, and pharmaceuticals in a timely and cost-effective manner.
    • Develop and maintain a list of reliable pharmaceutical vendors and suppliers.
    • Ensure all procurement activities comply with internal policies and relevant regulatory standards.
  • Product Evaluation and Quality Assurance:
    • Evaluate pharmaceutical products to ensure they meet Donor compliance, safety, quality, and efficacy standards.
    • Verify product certifications, manufacturer documentation, and any necessary compliance with quality standards.
  • Supplier and Vendor Management:
    • Maintain professional relationships with suppliers to negotiate terms, resolve issues, and ensure reliable delivery schedules.
    • Coordinate with suppliers on delivery timelines, specifications, and product quality.
    • Assist in conducting vendor evaluations and documenting supplier performance.
  • Documentation and Reporting:
    • Maintain accurate procurement records, including purchase orders, invoices, and supplier contracts.
    • Assist in generating procurement reports.
    • Ensure compliance with procurement documentation requirements and help prepare reports as needed.
  • Compliance and Regulatory:
    • Ensure that all pharmaceutical products procured meet local and international regulatory standards.
    • Monitor and report any regulatory changes affecting procurement or product standards.
    • compliance checks related to pharmaceutical procurement.

Job Requirements:

  • Minimum of 2 years of experience in pharmaceutical procurement or a related role.
  • Strong knowledge of medical supplies, drug quality standards, and regulatory compliance.
  • Familiarity with procurement processes and vendor management.
  • Experience working in the humanitarian or health sector is an advantage.
  • Bachelor’s degree in pharmacy.

Skills and Competencies:

  • Technical Knowledge: Understanding pharmaceutical standards, medicine quality, and regulatory requirements.
  • Attention to Detail: Ability to accurately review product information and procurement documentation.
  • Communication Skills: Strong interpersonal and negotiation skills for interacting with suppliers and internal teams.
  • Analytical Skills: Ability to evaluate and compare pharmaceutical products to ensure the best quality for cost.
  • Organization: Capable of managing multiple procurement tasks and maintaining detailed records.
