About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
Under the direct supervision and guidance of Senior Procurement Officer, the Grants/Procurement Officer will be responsible for managing all aspects of the grants process. He/she will mange Grants for designated IP and be expected to work closely with local partners to ensure quality management of all related application, award and monitoring processes including those related to environmental compliance.

Duties and Responsibilities:
Specific responsibilities and duties include but are not limited to the following:
- Under the overall guidance of the Senior Procurement Officer provide procedural, policy guidance and interpretation for program staff as well as sub-grantees to ensure adherence to grant management policies and achievement of grant objectives.
- Analyze and evaluate grant applications, pre-proposals and awards to ensure they comply with donor grant management policies, procedures and processes.
- Provide guidance and support the work of local partners in relation to grants related issues and communicate any problems to the Office Manager.
- Check and ensure all grants documentation contains all necessary information required and that this information is correct in all respects
- Assist the Program and local partners in tasks related to the completion of environmental compliance documentation
- Whenever grants or environmental compliance information is found to be insufficient or incorrect work with local partners to fix the problem and ensure the information is brought up to the amount / standard required
- Oversee the work of the IP Grants Office M & E staff tasked with monitoring grantees to ensure compliance with donor grants administrative requirements
- Take overall responsibility for ensuring grant budgets contain cost effective and consistent prices and liaise with the Finance Officer and ensure all beneficiary payment details are correct.
- Oversee all tasks related to grant closures
- Keep easily accessible record of grants in both soft and hard copies
- Maintain the grants database and ensure all information contained is accurate and up to date.
- Any other duties suitable to task and commensurate with responsibility.
Job Requirements:
- Minimum bachelor’s degree in relevant subject or equivalent professional qualification essential
- Minimum two years grants program experience essential
- Minimum three years’ experience working with international organizations / NGOs essential
- Highly competent in the use of computers and Microsoft Excel essential
- Understanding of budget and cost control management essential
Excellent written and spoken English and Dari essential - Procurement and small works management experience desirable
- Ability to work under pressure and efficiently handle multiple tasks
- Ability to work under own initiative or as a part of a team
- Excellent communication skills
