Job Purpose
Under the overall technical guidance of the MEAL and Safeguarding & Integrity Managers and supervision of the CP/MHPSS and DPR Advisor, the incumbent for this position is responsible for establishing and overseeing a functional MEAL and Safeguarding system for the project. The MEAL & Safeguarding Officer will be responsible for designing and implementing the MEAL and safeguarding activities of the Project; assisting the CP/MHPSS and DPR Advisor in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis.
Job Description
The Duties and responsibilities may include but not limited to:
- Support CP/MHPSS and DPR Advisor in strengthening and implementing WCUK MEAL & Safeguarding approaches, procedures and practices
- Monitor all project activities and progress towards achieving the project output;
- Carry out regular field monitoring of projects interventions to the provinces and produce monitoring reports and follow up on the agreed action plans
- Preparing monthly and quarterly reports on project progress
- Assist WCUK in planning and implementation of baseline/endline surveys, monitoring and evaluation exercises and other studies when needed;
- Assist MEAL Manager in Organizing and conducting MEAL trainings and workshops to the staff and partner organizations.
- Prepare and maintain WUCK databases
- Manage and maintain WCUK complaints and feedback mechanism
- Support the localization, rollout, and awareness of safeguarding policies, tools, and procedures, ensuring staff and stakeholders are familiar with key resources like consent forms and safety checklists.
- Deliver safeguarding inductions and trainings, reinforcing staff responsibilities to report concerns and uphold safeguarding standards across all levels.
- Promote safe programming through community sensitization, awareness materials, and child protection measures, ensuring all interactions prioritize the prevention of harm.
- Strengthen staff capacity and workplace culture by training field focal points on Safeguarding and PSEA and facilitating team discussions to reinforce safeguarding practices.
- Ensure timely and policy-compliant reporting of safeguarding concerns to the Safeguarding & Integrity manager within 24 hours, and make sure all staff and partners know their reporting focal points.
- Support responses to SEA allegations, facilitate survivor access to essential services (medical, psychosocial, legal, security)
- Make regular visits to all field offices to ensure that focal persons maintain appropriate records of any incident or suspected safeguarding children concern.
- Work with program to ensure they raise awareness amongst beneficiaries including children, about the Safeguarding Policies, Code of Conduct, complaints mechanisms and how to report concerns;
- Support safeguarding implementation with local partner;
- Any other related task as assigned.

Job Requirements:
Experience and mandatory criteria:
- University Degree
- Minimum 4 years work experience working with and or managing humanitarian projects (preferably child protection)
- Minimum 3 years’ relevant work experience in MEAL & Reporting, preferably experience with INGOs, UN, or donors in Afghanistan.
- Experience in Leading and or facilitating relevant trainings
- Experience in designing tools and approaches for data collection, able to analysis of qualitative and quantitative data and production of reports;
- Proficient and experience in report writing, documentation and working with databases
- Knowledge and experience in project management and PCM
- Experience in leading a team
- Must be able to communicate effectively in English (written and oral).
- Must be able to travel to the project sites and other provinces
- Computer skills, including Microsoft Office Packages
- Exceptional communication and interpersonal skills
- Able to work independently with little supervision
- Able to work under pressure, to tight deadlines, and with competing priorities.
- Strategic perspective and keen to take ownership of monitoring and evaluation functions, challenges, and solutions.
