Job Description:

1. Background Information

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

Project Information

The project was established due to the significant, ongoing drought exacerbating water access issues which has created an emergency situation in rural areas across southern and central Afghanistan. Inadequate availability of efficient irrigation contributes to the food insecurity crisis. The project objective is to improve surface water irrigation services in selected rural and drought affected areas and regions. The project will finance the provision of off-grid solar systems and, where applicable, emergency energy efficient equipment to support surface water irrigation in the selected areas. This will include installation of solar pump systems, and battery systems in high priority areas. These solar water pump systems will be installed to supply irrigation to meet the needs of farmers pumping the surface water in identified rural areas. Solar pumps used for irrigation purposes will only pump surface water from rivers that have permanent water bodies and not from seasonal rivers. Further, The Afghanistan Water Emergency Relief Project (WERP) will support several emergency interventions in drought-affected provinces. UNOPS plans to implement 100 sub-projects across the country, including check dams to improve water retention, recharge shallow aquifers, and reduce soil erosion. Designs will vary by site conditions. Recharging groundwater helps secure drinking water and irrigation by allowing rainwater to replenish depleted aquifers, supporting both drinking water and irrigation needs.

Job-Specific Information

Under the direct supervision of the Senior Project Manager, the Project Management Support - Senior Associate (Grievance Redress) provides support to the project team in ensuring that suggestions, inquiries or complaints from communities and beneficiaries are effectively and efficiently handled, responded to and resolved in a timely manner. The Grievance Redress Senior Associate works closely with the Social Safeguards Senior Associate and the Environmental Safeguards Senior Associate.

The Project Management Support - Senior Associate (Grievance Redress Mechanism) will be required to travel across all project sites.

2. Key Functions

As GRM lead the Senior Associate will

1. Set up a simple, practical and efficient grievance redressal mechanism (GRM) for the project, as described in the Environmental and Social Management Framework (ESMF) and the Stakeholder Engagement Plan (SEP), that allows for all stakeholders of the Project to register grievances easily and, for the project management and all Facilitating Partners, to respond to them efficiently as well.

2. Prepare and set-up grievance uptake channels, as per the ESFM, to facilitate the wide variety of project stakeholders. This includes a toll-free phone line and close coordination with Awaaz Afghanistan team.

3. Ensure the set-up, maintenance and regular updating of a GRM related database, that will register all grievances received with details, and produce input/output-based reports on the same.

4. Prepare reports on the grievances received and trends to be included in the quarterly progress reports of the project to the World Bank.

5. Train the Private Energy Service Companies (PESC) and UNOPS Community Liaisons Senior Associates to set up and train the designated Community Representative Groups (CRGs) in the local communities and project sites on the project’s agreed GRM at the field level.

6. Work with management to set up and train higher level GRM committees, and ensure that they include women and senior personnel trained in Gender-Based Violence (GBV) and in sexual harassment and their redressal, and have distinct mechanisms in dealing with the same as per the GRM and Sexual Exploitation and Abuse (SEA) Action Plan in the ESMF.

7. Ensure that protocols are developed and institutionalized to link the CRGs at various levels efficiently.

8. Working together with the Communications Officer, provide support in the design of a communication plan for disseminating GRM as a whole, and especially the update and feedback channels to the public.

9. Ensure the Deputy Project Manager or the environmental and social safeguards team are immediately informed and briefed on grievances that could impact on the overall project, and are supported in taking quick actions on the same.

10. Ensure that all grievances that contain severe incidents are reported to the Project Manager and the World Bank within 48 hours, as per the ESMF. As a member of the safeguarding team, the Senior Associate will contribute to the work of the team by supporting, as required

11. Collection of environmental and social data and provide technical assistance in the preparation of site-specific mitigation measures. 12. Support E&S screening

13. Support traingin of the WERP teams, PESCs and communities in safeguarding issues and processes

14. Regularly meet with the Private Energy Service Companies (PESC)s engineers regarding ESS related issues, grievances and capacity building requests.

15. Support safeguarding site activities, such as ensuring that Voluntary Land Donations forms and the site-specific mitigation measures are prepared based on the E&S screening and field observations

16. Conduct monitoring and supervision visits from project sites to ensure they are environmentally and socially sound and secure from a functional safety perspective.

17. Respond to Third Party Monitoring Agents’ reports (via the HQ Unit) on ESS related issues.

18. Receive and review regular E&S reports from all Private Energy Service Companies (PESC)s/Implementers

19. Help to prepare regular E&S reports for submission to the World Bank

3. Qualifications and Experience

a. Education

● Completion of Secondary education is required.

● A first-level university degree (e.g. Bachelor) in Social Science, Environmental Science Development Studies, Community Development or other relevant discipline is desirable and can substitute for some years of experience.

b. Work Experience

● A minimum of 3 years of experience in designing and managing grievance redressal mechanisms for development projects is required.

● A minimum of 1 year experience in social and environmental safeguarding project implementation is required

● Experience working with World Bank funded projects, UN agencies or other donor agencies, government ministries, and/or non-governmental organizations (NGOs) E&S departments is valued.

C. Language Requirements:

● Excellent knowledge of both written and oral English is required.

● Fluency in Pashto and Dari is required.
