Job Description:
The Project Manager is responsible for the overall planning, implementation, coordination, and monitoring of the cash distribution activities. This includes ensuring timely and accountable delivery of cash assistance, managing the project team, overseeing budgets and procurement, and ensuring strong coordination with stakeholders and community structures.
Responsibilities:
Lead the overall planning, execution, and supervision of all project activities in line with the approved proposal and budget.
Develop detailed implementation plans, procurement plans, and distribution schedules.
Develop assessment tools for beneficiaries identification.
Ensure project activities adhere to cash distribution standards and guidance from the Cash Working Group.
Oversee beneficiary selection processes in coordination with community committees, ensuring inclusion, transparency, and accountability.
Supervise and support project field staff, including distribution teams and MEAL officers.
Conduct regular team meetings, assign tasks, and ensure performance tracking.
Build staff capacity through on-the-job coaching and targeted training sessions.
Represent the organization at local-level Cash Working Group or relevant cluster meetings.
Liaise with local authorities, community leaders, and humanitarian partners.
Coordinate closely with MEAL, Finance, and Logistics departments for smooth implementation.
Monitor project budget utilization and track expenditure against activities.
Work with the finance team to ensure timely financial reporting and compliance with donor requirements.
Ensure proper procurement and distribution of cash-related materials (SIM cards, distribution tools, etc.).
Ensure accurate and timely data collection, including Post-Distribution Monitoring (PDM) and beneficiary feedback.
Contribute to internal and donor reports, including success stories, lessons learned, and case studies.
Ensure complaints and feedback mechanisms (CFM) are in place and functional during distributions
Ensure adherence to internal safeguarding, PSEA, fraud prevention, and accountability policies.
Identify and mitigate project risks, including security, fraud, and data protection issues.
Ensure that cash distributions follow organizational SOPs and donor compliance standards.
Job Requirements:
Education and Experience:
A Minimum of Bachelor's degree in Business Administration, Social Sciences, Economics, Public Administration, Project Management, law and political science and/ or a related field.(Master’s degree holders preferred).
A Minimum of 5 years of experience in project management, prefferably within the humanitarian sector, including experience with cash assistance programming, ISAC coordination, and emergency response mechanisms.
Proven experience in managing cash assistance projects, including MPCA or emergency cash transfers.
Knowledge and Skills:
Proven track record in team management, coordination, and budget oversight.
Excellent planning, organizational, and leadership skills.
Strong knowledge of cash transfer modalities, beneficiary targeting, and vulnerability assessments.
Familiarity with donor requirements and humanitarian principles.
Fluency in English and [local language, e.g., Dari/ Pashto].
Strong computer skills, including MS Excel and data collection tools (e.g., Kobo, ODK).
Strong analytical and strategic thinking skills.
High-level communication and interpersonal mentoring capabilities.
Ability to work independently and flexibly while coordinating with multiple stakeholders.
Strong report-writing and presentation skills.
