Job Description:

The Cash Management Officer will support the planning, coordination, and implementation of cash disbursement activities. The role involves direct coordination with finance, MEAL, and field teams to ensure timely, transparent, and compliant delivery of cash assistance to the returnees from Iran.

The incumbent will be reporting to Project Manager based in Herat and Finance Manager based in Kabul head office.

Responsibilities:

Coordinate and support the implementation of cash transfer activities in the field.

Work closely with the finance department and Hawala agents to prepare and disburse cash according to the approved plan.

Ensure accurate beneficiary payment lists are prepared and verified prior to each distribution.

Ensure all cash transfer activities comply with internal SOPs, donor regulations, and the Cash Working Group guidelines.

Maintain clear and accurate records of disbursements, receipts, and acknowledgment forms.

Support in the reconciliation of financial records after each disbursement cycle.

Liaise between field teams, finance, and Hawala agents to ensure smooth implementation of payments.

Assist in resolving issues related to beneficiary payments, discrepancies, or delays.

Provide timely updates to the Project Manager on cash distribution progress and challenges.

Assist in compiling post-distribution reports and contribute to donor reporting as needed.

Support MEAL staff in conducting Post Distribution Monitoring (PDM) surveys and beneficiary feedback.

Ensure that cash-related data is accurately collected, stored, and analyzed.

Monitor for signs of fraud, diversion, or misuse of funds and report any concerns immediately.

Ensure that cash activities are implemented in line with AWEC’s safeguarding and PSEA policies.

Contribute to the development and enforcement of mitigation measures during cash disbursement.

Job Requirements:

Education and Experience:

A Minimum of Bachelor's degree in Business Administration, Finance, Economics, Project Management, law and political science and/ or a related field.

A Minimum of 4 years of experience in cash-based intervention projects, preferably in humanitarian or development contexts.

Proven experience in managing cash assistance projects and familiarity with transfer mechanisms including Hawala and others.

Knowledge and Skills:

Strong financial and numerical skills with attention to detail.

Strong knowledge of cash transfer modalities, beneficiary targeting, and vulnerability assessments.

Familiarity with donor requirements and humanitarian principles.

Fluency in English and [local language, e.g., Dari/ Pashto].

Strong computer skills, including MS Excel and data collection tools (e.g., Kobo, ODK).

Strong analytical and strategic thinking skills.

High-level communication and interpersonal mentoring capabilities.

Ability to work independently and flexibly while coordinating with multiple stakeholders.

Strong report-writing and presentation skills.
