About Afghanistan Rehabilitation and Education Program (AREP):
Afghanistan Rehabilitation and Educational Program (AREP) was established in 1994 as an independent non-governmental, non-profit organization, AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process, AREP registered with the Ministry of Economy and member of Education international, ACBER, ANCB and DUKE OF EDINBURGH’S (The International Award for Young People).

Job Description:
Job Description Program Officer:
- To insure program and project staff are aware of what they can expect and their responsibilities as supervisees and to whom they are accountable.
- Making sure that programs and activities are being laid out efficiently and as effectively as possible. Ensure that the activities implemented are of good quality and relevant to the mission and vision of the organization.
- Support the communication officer in facilitating the communication among all organization’s departments, (M&E, Human Resources, Admin, Procurement and Finance functions;)
- Support the project managers in preparation of work and action plan and M&E indicators, check list preparing, weekly, bi-weekly, monthly, quarterly and project final report.
- Providing technical support to the provincial project staff especially to the provincial staff in implementation of projects.
- Support the Program Manager in positive relationship with staff, management, local authorities, funding agencies, NGOs and INGOs at national level.
- Inform the Project Manager and program on issues relating to donor compliance
- Evaluates program effectiveness to develop improved methods; devises evaluation methodology and implements; analyzes results and recommends and/or takes appropriate action.
- Reviews project and program documents independently or in conjunction with supervisor to determine acceptance or make decisions pertaining to program.
- Support program inputs and systematically monitor implementation, to ensure the achievement of the all project’s intermediate results
- Work closely with the project monitoring and evaluation team to ensure an effective, efficient and responsive internal project monitoring and evaluation system.
- Support the program team and communication unit in preparation of communications material, success stories.
- Organize filing and maintain records in accordance with AREP standard filing system of Operations Units.
- Assist the Project Managers and finance team in the drafting of project budgets, cash flows and project forecasting.
- Track the progress and ensure quality of work performance of programs
- Initiate and communicate ideas for improving organizational processes with a positive and constructive attitude.
- Supervision of project managers, communication and reporting system supporting them in report writing.
- Guide the provincial, regional, admin and finance team to submit the report to the Ministry/Department of Economic
- To ensure all project manager submit the weekly and quarterly reports to the donors on time.
- Advise regional and provincial project staff on issues relating to donor compliance
- Support the Program Coordinator in provision of technical information to the proposal writers and capacity building officers.
- Finding opportunity for capacity building of program team.
- Participate in project-related meetings inside and outside of the organization.
- Execute all other reasonable duties as assigned by the Executive Director.
Job Description M&E Officer:
Monitoring and Evaluation officer’s responsibilities will include, but not be limited to:
- Coordinate the development of a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks for each aspect of the provincial staff, Master trainers and beneficiaries team to ensure transparency and accountability in compliance with the company overall strategic directions;
- Serve as the primary point person for all monitoring and evaluation related work.
- Provide overall management for the design and implementation of the project in AREP M&$ system, working closely with other field staff, consultants and partners and provide progress updates to the senior management, donors and key stakeholders.
- Recommend and implement a systematic approach to integrate thematically defined results indicators in Area Programs’ strategies and program formulation (input, output, outcome, impact);
- Integrate periodic evaluations as an integral part of the Monitoring & Evaluation system;
- Put in place systems and mechanisms for collecting data to monitor the development of defined indicators under the comprehensive reporting framework;
- Develop a comprehensive reporting framework with provisions for rigorous impact assessment;
- Lead the development and implementation of project’s M&E plan;
- Design the monitoring and evaluation tools and forms;
- Develop data collection procedures;
- Lead the development of the evaluation design, tools, protocols and procedures;
- Oversee monitoring and evaluation data collection activities, including logistics of form distribution and collection;
- Ensure forms are filed according to compliance protocols;
- Oversee internal communication on M&E progress and results;
- Manage M&E staff and consultants as directed by Director Sales & Marketing;
- Train data collection and other M&E staff as needed;
- Conduct data quality assurance checks;
- Oversee M&E database setup and management;
- Conduct qualitative and quantitative data analyses;
- Lead preparation of evaluation reports;
- Develop and implement a research agenda;
- Draft M&E reports for AREP, and other Donor Agency
- Reviewing an M&E management framework/system of AREP.
- Working in necessary coordination with the other relevant stakeholders and implementing agencies with the assistance of M&E officers to establish agency specific M&E frameworks and/or systems.
- Collect necessary data and undertaking necessary analysis of the data collected, evaluate the project implementation in term of achievement of project development objectives and compliance with the project development objectives.
- Able to travel to all Provinces of the Afghanistan.
- Undertake any other action as instructed by the competent authorities.
Job Requirements:
- At least a bachelor's degree in the field of BBA, BA Economics, LLB, or any other related field.
- Fluency in Dari or Pashto with strong communication skills with fluency in the English language required.
- four to 3-4 years of work experience within international or local NGOs or other relevant organizations on capacity-building projects
- Able to manage and plan the work effectively and meet deadlines.
- Ability to establish working relationships with the government and non-government organizations and effective outreach and networking at the provincial level
- Ability to build strong lines of communication with stakeholders
