About HealthNet TPO:
HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.
In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters. HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.
HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Description:
Main Responsibilities:
- Responsible for overall management of health facilities in the field of reporting, planning OPD sessions, reversing refusals, and leading other team members (MDs, midwives, nutrition counselors, social mobilizers, CHS, health promoters, and vaccinators) as per their job description.
- Make sure that all planned primary health care, as per BPHS and other project interventions, are executed and expected services are delivered to all target populations within the catchment area.
- Maintain required quality of care in terms of providing healthcare services to patients (consultation, diagnosis, treatment, and referral), health education/conducting awareness raising sessions, EPI services, especially OPV to children under five, and reporting.
- Make sure that all health facilities' healthcare services are delivered according to current medical practices, national guidelines/treatment protocols, donor expectations, and organization policies/procedures (with the focus on privacy, internal control/accountability, humanitarian principles, etc.).
- Responsible for technical support and monitoring of the health facilities staff’s activities and making sure that healthcare services are delivered as per relevant guidelines, standards, and protocols.
- Make sure that project resources are properly utilized in the field, quality of service delivery, and data entry is maintained by all team members, and close working coordination is maintained with local communities/stakeholders/elders.
- Responsible for regular updates and data entry of routine EPI and OPV antigens, daily OPD/consultation in different HMIS/reporting tools/formats/registers according to MoPH/project needs and scope of work.
- Active participation in project-related community-based activities, awareness-raising sessions, meetings, and leading the target health facilities’ staff’s coordination with local health committees, community influential/CDCs, and other forums.
- Identify and report immediately any problems at the community level that may interfere with achieving program objectives or require relevant management action.
- Participate in designing and implementing on-the-job training for health facilities staff as per the project work plan and staff needs for knowledge and skills development within the scope of health facilities.
- Coordinating with other project staff to ensure that high-quality care services are provided by clinical staff.
- Evaluating clients’/patients' satisfaction with the quality of care provided by the health facilities' staff.
- Ensure infection prevention and waste management policies and guidelines are properly followed up by the relevant staff of health facilities.
- Ensure implementation of MoPH policies and standards,
- Establishing linkage among different departments in the provincial office, i.e., HMIS, nutrition, CBHC, EPI, pharmacy, HR, and others, to encourage positive support and patient flow.
- Assist in the process of developing all relevant SOPs and guidelines,
- Encourage and support a positive work environment to ensure positive staff morale and quality services,
- Reports on achievements, activities, challenges, and problems to the project officer.

Monitoring and supervision:
- Develop and implement efficient ongoing monitoring and supervision of all clinical and technical activities related to service delivery, carried out by the technical team of the health facilities staff.
- Ensure the development and monitoring of patient and missed children’s outcomes and verification follow-up.
- Ongoing/ daily supervision to manage and control the performance of the heads of health facilities, MDs, Nutrition Counselors, Midwives, Social Mobilizers, vaccinators, Health Promoters, and CHSs, provide regular feedback and support on service delivery and standards to each health facility.
- Ensure proper health care of patients, including creating an atmosphere of respect for the dignity of patients and understanding that health care is a basic individual right.
- Supportive supervision and monitoring and incorporate into action plans the health facilities staff feedback.
Capacity building of the relevant staff:
- Initiate measures to build the capacity of staff through orientation, on-the-job training, clinical conferences and formal training.
- Promote a climate and develop mechanisms that ensure constant upgrading of health care providers’ skills.
- Establish and foster effective working relationships with and between the various departments within the provincial office.
- Developing and following up on training programs for staff members based on their individual needs.
Data management and performance review:
- To do proper planning for the achievement of the performance indicators and develop comprehensive planning for each health facility based on agreed-upon targets.
- Develop a system for monthly review of the target against the set indicators and develop follow-up planning.
- Do regular checks and follow up of the data recording, integrated immunization and health care services relevant reports, and ensure data is collected at all levels and HMIS tools and registers are properly filled,
- Participate in regular management meetings as an active member of the provincial management team.
- Be part of the provincial management team and represent the technical activities of the project at different levels.
- Assist provincial data entry officer in the preparation of the missed children line list, community verification of refusals, and the data entry process in Kobo and DHIS2.
Job Requirements:
- Graduates from a registered and recognized medical faculty and passed the exit exam.
- The Candidate must have at least three years’ relevant work experience in the BPHS project or a similar working environment.
- Enough understanding/ knowledge of the community health services and the Ministry of Public Health/HMIS reporting system/formats. Excellent problem-solving and decision-making skills.
- A Health Supervisor must have experience in Monitoring & Evaluation (M&E), Health Management Information Systems (HMIS), Quality Assurance, and Nutrition while demonstrating effective supervision skills and management capabilities to ensure optimal healthcare service delivery.
- Fluency in the local language, English Language skills, and English is desirable.
