Job Description:

Position Summary:

The Survey/ Scope Registration and Distribution Officer is responsible for the full cycle of beneficiary data collection, registration, verification, and the distribution of humanitarian assistance. This includes ensuring proper SCOPE registration, accurate documentation, organized distribution site setup, and fair, accountable delivery of aid in line with humanitarian principles and organizational guidelines. The role requires effective field coordination, use of digital tools, and attention to both data confidentiality and logistical accuracy.

Key Responsibilities:

Data Collection & Verification
• Conduct door-to-door household surveys to collect accurate beneficiary information.
• Collect beneficiary data using pre-designed templates or according to SCOPE registration requirements.
• Crosscheck and verify beneficiaries introduced by CFACs and individuals not included in the initial selection process.
• Validate the accuracy of key information (e.g., Tazkira number) against original documentation.
• Capture biometric and demographic data during the registration process.

Registration & Token Issuance

  • Ensure assigned daily and total registration targets are met within specified deadlines.
  • Issue identification tokens or registration coupons to verified beneficiaries.
  • Maintain proper documentation and support materials throughout the registration process.

Distribution Preparation & On-Site Management

  • Coordinate with beneficiaries to arrange the distribution process.
  • Ensure that the distribution site is properly prepared prior to the event.
  • Ensure all necessary materials (e.g., forms, ropes, banners, lists) are available and in place.
  • Stack commodities in an organized manner by type to facilitate smooth and efficient distribution.
  • Ensure adherence to standard stock management.
  • Receive food commodities and ensure quantity, quality and consignee during off-loading to ensure accuracy and accountability.
  • Ensure waybills are confirmed via specific application in a timely manner.
  • Ensure proper identity verification of beneficiaries before assistance is distributed.
  • Prepare and submit daily distribution reports and Food inspection reports.
  • Ensure accurate documentation and safe return of all forms, lists, and reports to the office for secure storage.

Field Coordination & Support

  • Coordinate effectively with field teams, supervisors, and community representatives to facilitate door-to-door and centralized registration and distribution.
  • Provide timely reporting of field issues or technical difficulties during registration and distribution.
  • Adapt registration and distribution approaches to accommodate household-specific or location-specific challenges.

Confidentiality & Compliance
Maintain strict confidentiality and safeguard beneficiary data throughout the process.
Ensure that all activities are conducted in accordance with organizational and donor policies. Ensure proper accounting of all commodities received and distributed.
Perform other relevant tasks assigned by the Project Manager or designated supervisor.

Job Requirements:

Qualifications and Competencies:

Education:

  • High School Graduate or Bachelor’s degree in Social Sciences or a related field is preferred.

Experience:

  • Minimum 1–2 years of relevant experience in humanitarian or development programming, preferably in WFP-supported operations.
  • Experience in data collection, SCOPE registration, survey implementation, and aid distribution strongly preferred.
  • Familiarity with MODA and SCOPE systems is an advantage.
  • Familiarity with Less Last Mile is an advantage.
  • Familiarity with POS Devices is an advantage.

Technical Skills:

  • Proficiency in the use of tablets, mobile data collection tools, and biometric devices.
  • Accuracy in data entry and attention to detail in documentation and verification.
  • Ability to organize large quantities of supplies and ensure proper recordkeeping.

Communication & Interpersonal Skills:

  • Strong communication skills in local languages; basic English proficiency is an advantage.
  • Ability to engage respectfully and sensitively with community members and vulnerable populations.

Other Requirements:

  • Willingness to work in remote field locations and conduct door-to-door surveys.
  • Commitment to data protection, humanitarian values, and organizational ethics.
