Job Description:

Position Summary:

The Help Desk / Survey & Scope Registration Officer is responsible for providing beneficiaries with accurate and timely information, handling inquiries and complaints, and conducting beneficiary data collection, verification, and registration in line with organizational and SCOPE system protocols. This role includes managing beneficiary engagement at registration and distribution sites, conducting door-to-door surveys, capturing biometric data, issuing tokens, and ensuring transparent and accountable humanitarian assistance delivery.

Key Responsibilities:

1. Help Desk & Information Provision

  • Provide clear and up-to-date information to beneficiaries about project activities, services, and safeguarding principles.
  • Communicate key messages related to GBV, PSEA, OHS, Do No Harm, and complaint and feedback mechanisms.
  • Receive, record, and refer complaints and protection concerns confidentially and timely.
  • Support beneficiaries in navigating registration and distribution processes, maintaining order and respectful engagement.

2. Data Collection & Verification

  • Conduct door-to-door household surveys to collect accurate beneficiary data.
  • Verify beneficiary eligibility using original documentation (e.g., Tazkira) and crosscheck community referrals.
  • Capture biometric and demographic data during registration.
  • Ensure data confidentiality and compliance with organizational and donor policies.

3. Registration & Token Issuance

  • Meet daily and total registration targets within deadlines.
  • Issue identification tokens or registration coupons to verified beneficiaries.
  • Maintain proper documentation and support materials securely throughout the process.

4. Crowd Management & Site Support

  • Manage queues and guide beneficiaries at registration and distribution points.
  • Communicate processes clearly to avoid confusion and ensure safe, respectful interactions.

5. Communication & Recordkeeping

  • Handle beneficiary communications via calls and in-person.
  • Maintain complaint logs, referral records, and updated contact information.
  • Share accurate and timely updates about project activities.

6. Field Coordination & Support

  • Coordinate effectively with field teams, supervisors, and community representatives.
  • Report technical or operational issues promptly.
  • Adapt registration and help desk approaches to suit vulnerable populations and remote locations.

7. Confidentiality & Compliance

  • Uphold strict data protection and beneficiary confidentiality.
  • Follow organizational ethics, humanitarian principles, and safeguarding policies.
  • Perform additional tasks as assigned by supervisors or project managers.

Job Requirements:

Qualifications and Competencies:

Education:
• High School Graduate or Bachelor’s degree in Social Sciences or a related field is preferred.

Experience:
• Minimum 1–2 years in humanitarian or development programs, preferably in WFP-supported operations.
• Experience in help desk services, complaint handling, data collection, or SCOPE registration preferred.

Technical Skills:

  • Proficient with tablets, biometric devices, and basic data recording tools. 
  • Basic knowledge of safeguarding, protection, and complaint handling principles.
  • Proficient in using mobile communication tools, call logs, and simple data recording systems.
  • Proficient in using mobile data collection tools (e.g, ODK) for collecting beneficiary’s feedback/complain.

Communication & Interpersonal Skills:
• Strong communication and interpersonal skills, especially with vulnerable groups.
• Fluency in local languages required; basic English proficiency preferred.
• Ability to remain calm, patient, and professional in high-pressure settings.

Other Requirements:
• Willingness to be present at registration/distribution sites and interact directly with large groups.

• Commitment to data protection, humanitarian values, and organizational ethics.
