Job Description:
The Crowd Controller / Survey & Scope Registration Officer is responsible for managing the safe and orderly movement of beneficiaries at distribution sites, as well as conducting accurate beneficiary data collection, verification, and registration according to organizational protocols and the SCOPE registration system. This dual role ensures that beneficiaries are guided efficiently and respectfully through the assistance process, while data integrity, confidentiality, and humanitarian principles are maintained throughout surveys and registrations.
Key Responsibilities:
Crowd Management & Order Maintenance
- Supervise and control the flow of beneficiaries at distribution points.
- Form orderly queues and ensure fair and efficient access to assistance.
- Assist beneficiaries in navigating the site and reaching appropriate service personnel.
- Prioritize assistance for persons with specific needs, including elderly, persons with disabilities, and women with children.
- Provide clear directions and guidance to beneficiaries throughout the site.
2. Security & Safety Oversight
- Monitor distribution sites for safety risks and report security concerns promptly.
- Ensure safety of all individuals accessing the distribution area.
- Assist in implementing site security protocols and respond to disturbances.
- Suggest improvements for site safety and beneficiary experience.
3. Data Collection & Verification
- Conduct door-to-door household surveys to collect accurate beneficiary data.
- Use pre-designed templates or SCOPE registration requirements.
- Verify beneficiary eligibility using original documentation such as Tazkira.
- Crosscheck individuals introduced by CFACs or not included in initial lists.
- Capture biometric and demographic data during registration.
4. Registration & Token Issuance
- Meet daily and total registration targets.
- Issue identification tokens or registration coupons to verified beneficiaries.
- Maintain proper documentation and support materials securely.
5. Field Coordination & Support
- Coordinate with field teams, supervisors, and CFACs.
- Report technical issues or field challenges promptly.
- Adapt approaches to accommodate vulnerable populations or location-specific challenges.
6. Confidentiality & Compliance
- Maintain strict confidentiality and safeguard beneficiary data.
- Ensure all activities comply with organizational and donor policies.
- Perform additional duties as assigned by supervisors or project management.
Job Requirements:
Qualifications and Competencies:
Education:
• High School Graduate or Bachelor’s degree in Social Sciences or a related field preferred.
Experience:
- 1–2 years’ experience in humanitarian or development programs, preferably WFP-supported.
- Experience in crowd control, data collection, SCOPE registration, or survey roles preferred.
- Prior involvement in humanitarian distributions or working with vulnerable populations is an asset.
Technical Skills:
- Proficiency in tablets, biometric devices, and data collection tools.
- Accuracy in data entry and documentation.
Communication & Interpersonal Skills:
- Strong communication skills in local languages; basic English preferred.
- Ability to remain calm and professional in stressful environments.
Other Requirements:
- Willingness to work in remote field locations.
