About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
The Liaison Office - TLO is seeking to hire a competent candidate based on the criteria described below for the position of Access Manager who will be working under supervision of OPERATIONS MANAGER and is responsible for below responsibilities base in Kabul, Afghanistan and frequent travel to TLO projects side.
The Liaison Office – TLO is seeking a proactive and well experienced Access Manager to manage interactions with different stakeholders.
SPECIFIC ACTIVITIES
- Establish and maintain professional relationships with relevant ministries, agencies, and other organizations.
- Represent TLO in official meetings and discussions with stakeholder officials and regulatory bodies.
- Facilitate the acquisition of permission letters from relevant ministries or agencies and ensure all required regulatory approvals are secured prior to project initiation.
- Assist in obtaining tax clearance certificates and ensuring compliance with regulations.
- Process necessary paperwork and applications related to the TLO’s operations.
- Monitor and stay informed about changes in governmental policies and regulation.
- Handle official correspondences and documentation submission with government entities.
- Perform external TLO’s tasks such as delivering and collecting official documents from government entities.
- Provide general administrative support as required by the management.
- Strong understanding of prevailing procedures, including permission letter acquisition and compliance requirements.
- Any other task assigned by the supervisor.
Job Requirements:
Education
- Master’s degree in public administration, Law, Public relations with minimum 5 years working experience in similar position or bachelor’s with minimum 8 years working experience.
Experience-
- At least 5-8 years of practical experience in similar positions
- Proven experience leading multidisciplinary teams, while working on complex, multifaceted projects in a dynamic environment.
- Strong Communication Skills: Ability to effectively interact and negotiate with government officials, agencies, and stakeholders.
- Familiarity with tax clearance processes and administrative document handling.
- An understanding of MOF’s laws and regulations surrounding different types of taxes
- Working knowledge of Ministry of Finance forms and reporting templates including tax clearance strategy
- Working knowledge of Afghanistan’s rules and regulations including labor law
- The role requires obtaining necessary permissions, handling administrative paperwork, and ensuring regulatory compliance for TLO’s operations.
- The ideal candidate should have proven experience in dealing with line ministries and agencies and be well-versed in Afghan regulatory processes.
- Proven track record working with NGOs involved in delivery of implementation of health projects in a similar role
- Advance skills and proficiency in MS office packages including Ms. Excel
- Strong skills in addressing complex technical, managerial or operational problems
- Excellent written and verbal communication skill in local languages and English
