Acted Afghanistan:

Acted is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. Acted provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Description:

Job Purpose:

The Grant Distribution Officer plays a critical role in ensuring the effective management, monitoring, and compliance of grant funds distributed to Civil Society Organizations (CSOs) under the FTU program. The position supports the empowerment of CSOs in delivering technical assistance to Micro, Small, and Medium Enterprises (MSMEs) across Afghanistan, through structured mentorship, financial oversight, and reporting.

Duties & Responsibilities:

1. Grant Management & Compliance

  • Establish and manage grant tracking systems including contracting, budgeting, and compliance tools.
  • Review sub-recipient budgets and grant agreements and support smooth disbursement of funds.
  • Monitor adherence to Acted and donor financial and operational regulations.

2. Reporting & Coordination

  • Maintain accurate documentation of grant-related files and financial records.
  • Prepare regular progress reports, highlighting bottlenecks and proposing corrective measures.
  • Coordinate with internal departments such as Finance, MEAL, and Admin for compliance and implementation tracking.

3. Capacity Building

  • Develop training materials and deliver workshops on grant compliance, budgeting, and activity reporting.
  • Support CSOs in implementing grant-funded activities according to work plans and M&E standards.

4. Stakeholder Engagement

  • Coordinate with CSOs, local partners, and government stakeholders to ensure inclusive implementation.
  • Represent Acted in coordination and donor-related meetings when required.

5. Technical Support

  • Provide ongoing support to CSOs in documentation, planning, and compliance processes.
  • Support the Project Manager in troubleshooting implementation and financial challenges.

6. Ethics & Additional Tasks

  • Uphold ACTED’s Code of Conduct and safeguard accountability and transparency in all activities.
  • Perform any other relevant duties assigned by the Project Manager or Program Coordinator

Job Requirements:

Education:

  • Bachelor’s degree in Business or Public Administration from a recognized University (A master’s degree in business administration will be an advantage).

Experience:

  • Minimum 3 years of relevant experience in grant management, financial oversight, and donor compliance, ideally in an INGO, NGO, or development organization.
  • Proven experience of working with CSOs or MSME support programs is highly preferred.

Other Requirements:

  • Strong knowledge of grant cycle management, budgeting, and donor regulations (USAID, EU, etc.).
  • Excellent facilitation and communication skills (written and verbal).
  • Fluent in Dari, Pashto, and English (spoken and written).
  • Excellent command of Microsoft Office tools, especially Excel and Word.
  • High attention to detail, organizational skills, and ability to manage multiple grants.
  • Ability to travel to field locations and work under pressure.
