The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description:
- Ensure compliance with hospital’s Policies and Procedure. Maintain quality standards and ensure processes are following as per ISO and Safe care standards.
- Ensure the availability of all materials and spare parts required for maintenance of electrical equipment.
- Ensure the compliance of local procurement with defined policy and guidelines.
- Oversee the maintenance of electrical equipment and assets.
- Ensure all Electrical devices including generators, distribution boards, switchgears, cables/cable trays, switches, ventilation fans and other electrical fixtures are functioning properly.
- Regular check of Firefighting systems including pumps, piping, hydrants and electrical alarm systems
- Look after safe switching procedures of switch gear, particularly for change over from solar plant to generator system.
- Ensure proper standards of safety with regard to all aspects of electrical work in line with hospital policy.
- Operation and maintenance of several standby generators (i.e. more than 1000 KVA capacity), offload and on-load testing as per requirement. Also look after the controls and automatic transfer switches.
- Maintenance of various D.C. inverters system, battery bank/back-up supply
- Maintenance of hospital UPS systems
- Orders require spare parts from time to time for a variety of electrical plants and equipment.
- Maintenance of the full range of electrical equipment of a modern hospital.
- Liaises with other disciplines and departments, especially in relation to shutdowns or disconnecting of electrical supply system.
- Maintaining hospital records/files related to maintenance, inventory of assets etc.
- Conduct training whenever necessary to members of his team, assess regular requirements and report it to higher management for their future training requirements.
- Maintenance of staff house generators and related electrical work.
- Prepare materials list for new installation work whenever needed.
- Provides regular reports to facility manager and Hospital manager.
- Effective management of the electricians and other staff to carry out breakdown maintenance, planned preventive maintenance and emergency work as per need.
- Regular participation in on-call duty.
- Ensures regular electrical tests including meter tests, insulation tests, and fuse/MCB.
- Proper planning of various small projects, i.e. additional lighting or extension of power supply and other minor upgrades or rewiring of various parts of the hospitals.
- Perform additional duties/tasks within the range of his knowledge and ability as required by his supervisor.
- Solar Plant:
- Monitoring and inspecting solar sites to determine and maintain proper operating conditions. Also need to monitor any failure of component which reduces efficiency of solar plant. Prioritize maintenance related tasks and take actions to improve solar plant efficiency.
- Supervision of daily maintenance and operations of solar plants and identify irregularities in solar field operations.
- Keep neat and clean solar panel as per required interval. Keeping accurate logs and records obtained from inspections of solar equipment. Also need to prepare reports related to solar field components and make sure they are available all the time.
- Proper reading and understanding of schematics, diagrams and technical documents during troubleshooting.
- Installation and maintenance of photovoltaic (PV) systems in accordance with international codes and standards using drawings, schematics, and instructions.
- Regular check-up of the powerhouse, batteries charging status/percentage and inverters.
- Proper Cleaning of PV panels, batteries and all related electrical devices. Also make sure of the cleanliness of surrounding areas and boundaries.
- Manage and maintain electrical work and make sure that the equipment is working properly and there is no shortage of electricity in the hospital.
- Assembling, installation, testing and maintenance of electrical wiring, equipment and fixtures, using proper tools.
- Inspection of electrical systems, equipment, and components to identify electrical hazards, defects, and need to adjustment or repair, and make sure to rectify and apply compliance with international codes.
- Test electrical systems and continuity of circuits in electrical wiring, equipment, and fixtures, using testing devices such as ohmmeters, voltmeters, and oscilloscopes to ensure compatibility and safety of system
- Keep maintained and clean generator and surrounding place (cleaning inside and outside of the generators room)
- Make sure that the generators are working properly. Also need to make sure that the maintenance is carried out as per company standards (i.e. hospital and guesthouses generators).
- Coordinate and guide/supervise generator technician during troubleshooting of generators. Also need to do regular check-up of fuel tank of generators.
- Recording fuel consumption for all generators and filling log sheets regularly.
- Participate in fuel purchasing process and make sure quality of fuel can be purchased
- Perform any additional duties assigned by supervisor as per requirement.
- He should participate as part of quality and patient safety committee member.
He should participate as a good member of the risk management committee.
Job Requirements:
Education:B. E/B.SC Electrical Engineer
Work Experience: At least 5 years of experience in Electrical engineering and maintenance. Experience in healthcare institutions/ services will be preferred
Skills:
- Good computer skills in Auto Cad, word, excel, MS office,
- Good spoken and written English language skills

- Flexible team player
General: Bamyan local or willingness to stay in Bamyan for a long period of time.
