About the job

ARM Consulting is seeking two Monitoring and Evaluation (M&E) Officers to join our team in implementing a multi-year third-party monitoring (TPM) contract for a leading UN agency across Afghanistan's 34 provinces. The successful candidates will play a key role in leading the design, implementation, and management of monitoring missions to ensure project efficacy and impact.

Specific Duties and Responsibilities

  • Developing monitoring plans in close collaboration with the client and regularly updating them;
  • Coordinate implementation of monitoring plans with field staff across the eight regions of Afghanistan;
  • Deploy relevant monitoring teams to assigned monitoring missions in accordance with client instructions.
  • Tracking the activities of field staff to ensure compliance with the monitoring plan;
  • Contributing to the development of contextualized and high-quality monitoring tools (questionnaires, KII and FGD guides, etc.) in line with the monitoring needs;
  • Piloting the monitoring tools before embarking on fieldwork;
  • Preparing fieldwork schedules;
  • Performing data cleaning - both quantitative and qualitative data;
  • Performing robust data analysis to draw triangulated key findings about the project;
  • Developing high-quality mission-based monitoring reports with a particular focus on using result-focused and gender-neutral language;
  • Preparing weekly and monthly synthesized key findings reports;
  • Any other tasks assigned by the supervisor;

Job Requirements:

Please ONLY apply if you meet the following requirements:

  • Master's degree in project management, business administration, statistics, or any other related field;
  • Three years of experience in research, M&E, and project management (experience in other fields will not be considered);
  • Highly experienced in M&E report writing;
  • Fluency in spoken and written English, and;
  • Understanding SPSS or any other data analysis application is desirable.
