We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Description:

JOB PURPOSE:

WASH Site Engineer is responsible for overall construction site, implementation, monitoring of WASH construction and rehabilitation projects in the districts of Badghis province. She/he will provide technical guidance and support to the Construction Engineers and other field teams to ensure all rehabilitation/construction work for water and sanitation facilities is done according to approved design, drawings, BoQs, timelines and technical requirements. She/he is also responsible for ensuring the smooth project implementation and timely reporting on project progress in coordination with MEAL colleagues, Project manager, and WASH Engineer focal Point. All construction-related activities required for the relocation and setup of the RO systems. This includes civil works, plumbing, mechanical installation, and quality assurance.

 

MAIN DUTIES AND RESPONSIBILITIES:

  •  Conduct community consultation meetings (including separate meetings with women's Shura) in each target community to verify and confirm the location of water and sanitation infrastructure. Ensure site selection includes women’s feedback.
  • Follow up and post-construction water quality testing for each water source (WV WASH requires 3 tests). Final community selection is subject to passing pre-construction water quality tests.
  •  Develop construction work plans and schedules for each site and intervention type.
  •  Conduct training for Water Management Groups (WMG) – two members per group trained in O&M of water and sanitation systems.
  • Provide on-the-job training to skilled laborers to ensure quality control during construction.
  •  Monitor/supervise field construction works ensuring adherence to technical specifications and timelines.
  • Check the quality and condition of materials provided by contractors; ensure compliance with specs and no defective materials are used.
  • Review contractor payment claims and validate based on actual work done.
  •  Coordinate and lead joint monitoring visits with DRRD and provide detailed progress reports.
  • Handover documents with communities and government counterpart in  Badghis.
  • Timely monthly, quarterly, semi-annual, and annual reports for relevant government departments.
  • Ensure documentation of all technical documents (drawings, BoQs, specs, handover forms, etc.) is completed
  •  Ensure safety of materials and equipment during all construction work.
  • Regularly liaise with Project Manager and technical staff regarding progress and quality.
  • Ensure establishment of Water Management Committees (WMCs) in each village with women’s representation; train them on O&M during construction phases.
  • Conduct follow-up of WMCs for one year after project implementation and document functionality of the water system.
  •  Ensure compliance with WV’s Child and Adult Safeguarding and accountability standards.
  • Be prepared to implement WV Afghanistan’s Humanitarian & Emergency Affairs plan for Badghis interventions.
  •  Provide and follow a weekly movement plan for departmental review and approval.
  • Implement the  BoQ, design, and implementation plan for RO system rehabilitation (replacement/reactivation).
  •  Select feasible communities for RO system replacement.
  • Conduct regular site visits per implementation plan and Project Manager’s direction. Submit visit reports.
  • Submit detailed technical checklists for all construction materials (quality/spec compliance).
  •  Ensure safety of laborers and maintain labor timesheets.
  •  Provide timely weekly, monthly, and quarterly updates to the Project Manager on progress, gaps, and challenges.
  • Maintain good communication with local communities throughout all phases of the project, explaining WV’s role and approach.

 

KNOWLEDGE AND SKILLS REQUIREMENTS:

  • At least 3 years of experience in WASH /Construction Engineering. Experience in the construction of water supply networks in hard-to-reach areas.
  • Fully knowledge of water supply network components.
  • Required Education, training, license, registration, and certification
  • Fully knowledgeable reading the drawing for designed projects.
  • Experience with water supply projects, especially RO systems, is an asset.
  • Knowledge and experience in construction and an excellent understanding of drawing details.
  • Willingness to travel throughout the project area is required, with familiarity with the project area preferred.
  • The ability to engage and mobilise different community groups and leaders is a necessity.
  • Must have good attention to detail; all work must be checked.
