Job Description:
Summary of Key Functions
• Lead on M&E aspects of AIYA project at Kabul level and timely coordinate with the M&E MEAL team at Kabul level to ensure frequent data is collected and shared with MEAL department for submission to AIYA PMU.
• Lead M&E in developing and compiling M&E Plans and other data collection tools in consultation with M&E Specialist, Technical Advisors and other relevant staff;
• Prepare project reports in accordance to USAID requirements and coordinate with M&E Specialist for review.
• Guide M&Rs and other officers in conducting household survey and beneficiary selection process and ensure they are aligned with USAID AMELP requirements;
• Collect project results data to feed into communication with USAID and other project stakeholders and relevant line department.
Track the project M&E issues, communicate with M&E Specialist and provide feedback to the fields for improvement;
• Oversee overall M&R issues of assigned project(s) and ensure the M&R requirements set by the project are met at timely manner.
• Guide M&Rs in conducting the assessments at project level with direct support of project M&E specialist
• Lead and verify the project activities on timely bases and help with relevant M&Rs on the data verification process;
• Communicate the quarterly targets with project Advisors, filed supervisor and other teams and ensure about their achievements
Job Responsibilities:
Monitoring:
MEL Officer ensure M&R system for the assigned project is operational and used to achieve the following results:
• The M&R system is used regularly in the field to collect data and information
• At Kabul main office, MEAL department is provided with qualitative and quantitative data from the specific province
• M&R system that are in place at the field level are responsive to communicate with government and other stakeholders
• M&R system is used to ensure project target for that specific province is on-track
• All assessments conducted under the project are well-managed and conducted in timely and quality manner
• Monitoring tracker are updated and shared with the M&E Specialist
• Ensure USAID M&E requirements and other requirements are effectively managed together with M&E Specialist
Data Management and reporting
MEL Officer is responsible for data management and reporting of the AIYA and ensure achieving the following results;
• Data collection tools are used to provide accurate and timely information on project indicators and other information needs
• Analytical reports timely prepared to assist in decision making
• Data on results of the project(s) collected regularly
• The project results are reflected in publications at the provincial level
• Project resulted are documented at the provincial level
. collect GPS point where applicable and support MEAL with Afghan info updates
Provide field monitoring visits on regular bases
The MEL Officer is responsible to conduct regular visits from project site in the designated province and ensure;
• Project M&R requirements are will addressed by the project staff in the field
• MEAL Department and concerned bodies are informed of critical issues that affect project implementation
• Ensure proper M&R system is applied at the provincial level
• Provide visit to other provinces where assigned by MEAL Department for assessment, leading data collection and monitoring of activities.
• Provide report of monitoring visit and track implementation of finding
Supervision
• Supervise M&R Officer at the provincial office
• Provide required support to M&R Officer when needed
• Manage M&R Officer performance appraisal and goal setting
• Ensure proper task division and planning
Regular coordinate and communicate with relevant partners on M&R aspect of the project.

Job Requirements:
Education:
Required, Bachelor degree in social science, economics, statistics, business administration or other relevant fields
Desired:
Familiar with USAID M&E requirements, Data base development concepts, Data management concepts, M&E concepts, Project design, M&E system set-up and operationalization
Experience:
Required, Minimum 3 years work experience in monitoring, data management, MIS.
Desired:
Work experience with USIAD funded project is a + point.
