Job Description:

Job Summary:

The Senior HR Officer will play a central role in leading human resource operations, including recruitment, compliance, employee relations, HR record management, and internal policy implementation. The position will support company leadership by fostering a compliant, ethical, and positive workplace environment.

Key Responsibilities:

  • Manage end-to-end recruitment: job postings, shortlisting, interviews, onboarding, and induction.
  • Prepare and maintain all employee documentation, including contracts, offer letters, warning notices, and termination records.
  • Develop and implement HR policies in line with Afghan labor law and company strategy.
  • Handle employee relations and grievance procedures in a confidential and respectful manner.
  • Monitor employee attendance, leave records, and performance appraisals.
  • Coordinate monthly payroll inputs with the finance department.
  • Maintain and update the HR database and filing system (digital and hardcopy).
  • Facilitate employee training, development sessions, and health & safety awareness.
  • Support department heads on organizational planning and workforce development.
  • Liaise with government offices (MoLSA, DoLSA) when required.
  • Draft monthly and quarterly HR reports for management review.

Job Requirements:

  • Deep knowledge of Afghanistan labor laws and HR best practices.
  • Proficiency in MS Office (Excel, Word, Outlook).
  • Excellent communication in Dari, Pashto, and working knowledge of English.
  • Strong leadership, conflict resolution, and negotiation skills.
  • Trustworthy, ethical, and committed to confidentiality.
