Job Overview:

The Supervisor/Community Liaison LFS (LFS) will help implement LFS programmes in the EAST Region, focusing on Jalalabad City and surrounding areas. The aim of NRC’s LFS programme is to enable vulnerable displaced people and host communities to get emergency access to food, improve their access to income earning opportunities, or start small enterprise development, so they can support their families. This is part of NRC Afghanistan’s broader strategy to promote durable solutions to displacement beyond short-term emergency assistance and to prevent further displacement.

The LFS Supervisor/Community Liaison will report to the LFS Officer in Jalalabad and will play a crucial role in the implementation of Livelihood and Food Security (LFS) activities in Nangarhar Province. This role requires spending up to 70% of the time in the field. The LFS Supervisor/Community Liaison will be responsible for overseeing the livelihood and food security components, including cash for food distributions and agriculture kits distribution, conducting related training sessions in the aforementioned areas. Specifically, the LFS Supervisor/Community Liaison will be responsible to assist in identifying areas of project implementation, beneficiaries’ selection survey, data entry and facilitate LFS project activities implementation in the field.

Job Description:

Generic Responsibilities:

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.
  • Properly file LFS documents for future reference and audit purposes.
  • Share ideas for improvement and necessary changes in the activities.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Adhere to NRC’s code of conduct, standard operating procedures, and guiding principles to uphold the highest professional ethical obligations.
  • Assist in the development of holistic and needs-based programs, including cash-based interventions and market-based programs.
  • Support the LFS team in project implementation and monitoring.
  • Facilitate effective communication and coordination between stakeholders.
  • Contribute to community mobilization efforts and engagement activities.
  • Immediately report any challenges or delays to the LFS technical assistant.

Specific Responsibilities:

  • Assist the LFS Officer in identifying areas of high displacement and vulnerable households for Cash for Food activities.
  • Help in assessing drought-affected households in Jalalabad to determine eligibility for Cash for Food programs.
  • Assist in the selection of beneficiaries for Cash for Food activities.
  • Implement beneficiary selection surveys using NRC’s relevant tools (e.g., KOBO).
  • Enter data related to Cash for Food activities into the databases.
  • Support the distribution of Agriculture Kits to selected beneficiaries.
  • Assist in the distribution of Agriculture Kits to selected households.
  • Provide support in organizing and conducting training sessions on the use of Agriculture Kits.
  • Help the LFS Officer monitor the utilization and impact of Agriculture Kits among beneficiaries.
  • Assist in identifying households that would benefit from Climate-Smart Agriculture (CSA) training.
  • Support the preparation and delivery of CSA training sessions to beneficiaries.
  • Help monitor and evaluate the effectiveness of CSA practices adopted by beneficiaries.
  • Participate in community engagement meetings to promote CSA practices and gather feedback.

Job Requirements:

Generic Professional Competencies:

  • Bachelor’s Degree in agriculture is preferred or administration, management, economics.
  • One year of experience in humanitarian or private sector.
  • Previous experience from working in complex and volatile contexts.
  • A positive and collaborative attitude and willingness to work in a team.
  • Extensive experience in beneficiaries' selection survey.
  • Experience working with vulnerable communities and people (displaced people, women, youth).
  • Good written and spoken English (preferred but not essential for female candidates) and Pashto. Fluent spoken Pashto is essential.
  • Willingness to travel to project sites in the Jalalabad Region.
  • Should have geographical experience.
