Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Summary of the role

ACDO is seeking an experienced Proposal Writer to support our program department by writing concept notes and project proposals in Education, Livelihoods, Agriculture & Food Security, Nutrition, and Emergency Response. The candidate will be responsible for developing high-quality funding proposals, concept notes, and grant applications aligned with donor priorities and ACDO’s strategic objectives. Key responsibilities include proposal development, technical writing, and capacity building. The ideal candidate should have at least 10 years I/NGO experience with a specific 5 years in proposal and grant writing for USAID, AHF, other UN agencies, ECHO, DFID, etc.), and strong knowledge of project design, MEAL frameworks, and budgeting. Role and Responsibilities

The Proposal Writer will be responsible for developing competitive, high-quality proposals and concept notes in line with ACDO’s strategic objectives. Key responsibilities include:

• Writing of compelling funding proposals, concept notes, and expressions of interest in full alignment with donor priorities, ACDO’s strategic plan, and sectoral best practices.
• Collaborate with program, finance, and MEAL teams to ensure accurate budgeting and results-based frameworks.
• Modify proposals to specific donors, including USAID, UN agencies, ECW, GPE, World Bank, ECHO, SIDA, DFID, BHA, and others.

• Ensure technical soundness of proposals, incorporating evidence-based approaches and sector-specific methodologies.
• Work closely with sectoral managers to refine technical narratives.

• Integrate MEAL frameworks into proposals.
• Lead and conduct need assessment and reporting.
• Provide training and guidance to ACDO staff on proposal development and donor engagement.
• Document lessons learned and best practices in proposal writing for internal capacity building.
• Refine ACDO’s internal proposal writing templates and tools.

Qualifications & Experience Required

• Minimum 10 years I/NGO experience with a specific 5 years in proposal writing.
• Proven track record of securing grants from institutional donors (USAID, EU, UN agencies, GAC, DFID, BHA, ECHO, etc.).
• Strong knowledge of Education, Livelihoods, Agriculture & Food Security, Nutrition, and Emergency Response programming.
• Strong understanding of project design, logical frameworks, budgeting, and MEAL methodologies.
• Strong understanding of local context and provincial settings.
• Excellent English writing and editing skills.

• Ability to work under pressure, meet deadlines, and deliver high-quality outputs.
