Job Description:
MISSION
Objective:
The Multi-Sectorial Program Manager is responsible for implementing and achieving the objectives defined in the project proposals covering multi-sectorial activities (WaSH, FSL, climate change).
He/she is in charge of supervising the operational teams allocated to multi-sectorial activities as well as supporting local partners. The position will manage multiple projects.
He/she guarantees the proper execution and the quality of the implemented programs and, if applicable, suggests adjustments or developments to ensure its relevance.
JOB
List of main tasks:
Diagnosis and project design
- Participate in the preparation and implementation of multi-sectorial assessment and diagnostics.
- Prepare the appendixes and technical chapters (of logical framework) of operation proposals
- Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities.
- Propose a technical approach and a financial, human and logistical scope for the programs to be implemented.
Implementation and operational monitoring
- Implement activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the financial donors’ criteria.
- Oversee and support activity implementation of local partners.
- Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the population’s needs.
- Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards.
- Participate in building the teams’ abilities with respect to techniques or new methodologies.
- Plan and oversee the implementation of multi-sectorial program activities that (s)he is responsible for, both on time and within the set technical specifications.
- Plan activities and activity cycles in the light of established objectives.
- Use project management, monitoring and evaluation tools, particularly the planning and monitoring timeline.
- Propose and implement quality criteria and monitoring indicators.
- Support and advise for the purchase of specific materials for activities.
- Plan and supervise the program implementation he/she oversees, being sure to meet deadlines and adhere to predefined technical specifications.
- Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations.
- Propose adjustments to programs if necessary.
- Anticipate any issues linked to carrying out the activities and help to resolve any problems related to the activities.
- Suggest any adjustments to be made to the activity depending on contextual and indicator developments.
- Contribute to developing budgets relative to his/her program and monitor expenses and budget forecasts.
- Ensure that the programs under his/her supervision achieve the required results.
- Ensure the achievement of results of the program(s)he is responsible for.
Capitalization
- Participate in the centralization and distribution of procedures, guides and tools linked to the activities.
- Capitalize on intervention methods and techniques and on the experiences acquired in the activities.
- Write handover reports before the end of his/her contract and send it to the appropriate persons on the mission and at headquarters.
Personnel management
- Participate in validating the hiring of technical staff for activities.
- Define the prerequisites for open positions together with the administrative department; adapt existing job descriptions if required.
- Welcome and brief new employees working with him/her.
- Identify and pass on any training needs.
- Set up technical training depending on operational needs and identified training requirements.
- Manage and support the team under his/her responsibility.
- Lead work groups and thematic meetings.
- Evaluate and assess the performance of colleagues under his/her direct supervision.
- Ensure adherence to security regulations by personnel under his/her supervision.
- On-job training and building the capacity of local partners’ staff.
Reporting / communication / representation
- Pass upward to the relevant persons any information on the security situation or on any event that could impact activities
- Draft activity reports and annexes related to specific activities for donor reports and/or amendments.
- Ensure that all reports are delivered on time and in the correct format.
- Maintain a local operational communications network.
- In his/her assignment area, represent Solidarités International’s at meetings or forums concerning the activities
- Represent the organization when asked and/or delegated to do so.
- In collaboration with the DCD-program and WASH coordinator, prepare the administrative documents (MOU, handover, etc.) to be jointly signed with government authorities, communities or partners.
Job Requirements:
Education & Experience Requirements:
- Bachelors of Civil Engineering, Water Resources or Geology or other relevant field.
- At least 1-3 years of multi-sector projects experience with at least 1 year in management/supervisory role.
- Experience of 1-2 years in humanitarian sector will be a plus point.
TECHNICAL SKILLS:
- Technical knowledge of at least 3 of the thematic areas (DRR, NRM, WASH, FSL, Climate change)
- Familiarity with SPHERE standards and guidelines, and Afghanistan MRRD WASH standards
- Project management; planning, coordinating, ability to set goals and budget management
- Understanding of compliance and donor procedures

- Strong initiative and solution-oriented mindset
LANGUAGES:
- Proficiency in English
- Proficiency in Dari and Pashto is mandatory
TECHNICITY:
The Multi-Sectoral Program Manager should have a technical background and demonstrate capacity to guide his team, review technical documents and ensure they are in accordance with National and global standards.
MANAGEMENT:
The Multi-Sectoral Program Manager should demonstrate ability to effectively plan, coordinate and manage the project and team under his/her responsibility, including setting goals, timelines and budget management.
ANALYSIS/STRATEGY:
The Multi-Sectoral Program Manager should possess problem solving skills, capacity to analyse problems, identify solutions, adapt to changging environments and be able to contribute to organization strategy.
REDACTION:
The Multi-Sectoral Program Manager should be able to write comprehensive reports inline with different donor requirements.
