About World Vision International:

World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership.

WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” 

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

The primary purpose of this role is to serve as the frontline representative for World Vision Afghanistan's data collection and accountability mechanisms within targeted communities in target provinces. The position will be responsible for gathering accurate and reliable data from beneficiaries through surveys and assessments, while also actively managing the collection and referral of feedback and complaints. This position is critical for ensuring program quality, accountability to affected populations, and community trust. The primary purpose of this role is to serve as the frontline representative for World Vision Afghanistan's data collection and accountability mechanisms within targeted communities in target provinces. The position will be responsible for gathering accurate and reliable data from beneficiaries through surveys and assessments, while also actively managing the collection and referral of feedback and complaints. هدف اصلی این وظیفه، ایفای نقش نماینده مقدماتی برای مکانیزم‌های جمع‌آوری داده و پاسخگویی سازمان ورلد ویژن افغانستان در جوامع تعین شده، واقع در ولایات مشخص‌شده می‌باشد. این بست مسئول جمع‌آوری داده‌های دقیق، معتبر و قابل اعتماد ازذی‌نفعاناز طریق نظرسنجی‌ها وارزیابی‌های میدانی بوده و هم‌زمان مدیریت فعال دریافت، ثبت و ارجاع بازخوردها و شکایات جامعه را نیز بر عهده دارد.

این بست برای تضمین کیفیت برنامه‌ها، ارتقای سطح پاسخگویی به جوامع آسیب‌ دیده، و ایجاد اعتماد پایدار میان سازمان و جامعه میباشد. کارمند این وظیفه باید با رعایت اصول اخلاقی، حساسیت فرهنگی، و تعهد به ارزش‌های بشردوستانه، تعامل مؤثر با ذی‌نفعان را حفظ کرده و داده‌هایی فراهم آورد،که تصمیم‌گیری مبتنی بر شواهد را در سطح برنامه‌ریزی، اجرا و گزارش‌دهی تسهیل کند

MAIN DUTIES AND RESPONSIBILITIES:

Participating in the assessments

• Travel extensively to all designated districts and villages in target provinces to conduct quantitative and qualitative data collection as per the project and MEAL requirements.
• Accurately administer various surveys, questionnaires, and assessments (such as, evaluations, MSNA, BV, and PDM…etc.) using provided digital tools or paper forms.
• Conduct HHS survey, Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to gather in-depth information on community satisfaction, project impact, and the quality of services delivered.
• Double-check all collected data for accuracy, completeness, and consistency before submission.
• Review all data with the supervisor and promptly correct any errors or inconsistencies as identified.

Accountability and CFRM

• Act as the focal point for receiving, logging, and registering all complaints and feedback from community members through in-person and other channels.
• conduct clear and accessible information provision sessions for beneficiaries to explain World Vision's Accountability Mechanism, including how to provide feedback and the process for resolving complaints.
• Immediately notify the AAP Coordinator of any sensitive, urgent, or high-priority complaints for swift action.
• Maintain strict confidentiality and handle all information with sensitivity, adhering to World Vision's safeguarding and protection policies at all times.

Reporting & Documentation

• Prepare and submit a daily summary report of activities, data collected, and feedback received to the line supervisor.
• At the end of each day , compile a complete report of all compiled feedback and complaints for formal submission and report all to direct supervisor.
• Ensure all digital data is synchronized daily and that physical documents are stored securely and organized.
• Maintain strict confidentiality and handle all information with sensitivity, adhering to World Vision's safeguarding and protection policies at all times.                              

  وظایف و مسئولیت‌های اصلی

  شرکت در ارزیابی‌ها

  به طور گسترده به تمام ولسوالی‌ها و روستاهای تعیین ‌شده در ولایات سفر کند تا جمع‌آوری داده‌های کمی و کیفی رامطابق به نیازهای پروژه و الزامات بخش نظارت، ارزیابی، پاسخگویی و یادگیری.

  به طور دقیق نظرسنجی‌ها، پرسشنامه‌ها و ارزیابی‌های مختلف را  MSNA، BV و PDM مانند ارزیابی‌ها

  با استفاده از ابزارهای دیجیتال یا فرم‌های کاغذی ارائه شده مدیریت کند

  اجرای نظرسنجی‌های خان به خانه، گفت‌وگوهای گروهی متمرکز و مصاحبه‌های کلیدی با افراد مطلع به ‌منظور جمع‌آوری اطلاعات عمیق در مورد میزان رضایت جامعه، تأثیر برنامه‌ها و کیفیت خدمات ارائه ‌شده

  تمام داده‌های جمع‌آوری‌شده را قبل از ارسال از نظر دقت، کامل بودن و سازگاری دوباره بررسی کند

  مرور تمام داده‌های جمع‌آوری‌شده با سرپرست مربوطه و اصلاح فوری هرگونه اشتباه یا ناسازگاری شناسایی‌شده

  پاسخگویی یا  CFRM

  به عنوان نماینده برای دریافت، ثبت و ثبت تمام شکایات و بازخوردهای اعضای جامعه از طریق حضوری و سایر کانال‌ها عمل کند

  جلسات اطلاع‌رسانی واضح و قابل دسترس را برای ذینفعان برگزار کند تا سازوکار پاسخگویی ورلد ویژن، از جمله نحوه ارائه بازخورد و روند رسیدگی به شکایات را توضیح دهید

  در صورت دریافت شکایات حساس، فوری یا دارای اولویت بالا، فوراً هماهنگ‌کننده پاسخگویی به افراد آسیب‌دیده را مطلع سازید تا اقدامات سریع اتخاذ گردد

  محرمانه بودن را به شدت رعایت کند و تمام اطلاعات را با حساسیت مدیریت کند و در تمام اوقات به سیاست‌های حفاظت و حمایت ورلد ویژن پایبند باشید

  گزارش‌دهی و مستندسازی

  یک گزارش خلاصه روزانه از فعالیت‌ها، داده‌های جمع‌آوری‌شده و بازخوردهای دریافتی را به سوپروایزر مربوطه تهیه و ارسال کنید

  در پایان هر روز، یک گزارش کامل از تمام بازخوردها و شکایات جمع‌آوری‌شده را برای ارسال رسمی تهیه کنید و همه را به سوپروایزر مربوطه گزارش دهد

  اطمینان حاصل کنید که تمام داده‌های دیجیتال روزانه همگام‌سازی شده‌اند و اسناد فیزیکی به طور ایمن و سازمان‌یافته ذخیره می‌شوند

  محرمانه بودن را به شدت رعایت کنید و تمام اطلاعات را با حساسیت مدیریت کنید و در تمام اوقات به سیاست‌های حفاظت و حمایت ورلد ویژن پایبند باشد  

QUALIFICATION, KNOWLEDGE, AND SKILLS

Education:

• Essential: High School Diploma.
• Preferred: University degree in a relevant field (e.g. Social Sciences, Economics, Development Studies).

Experience:

• Essential: Proven understanding of basic data collection methods and ethical standards.
• Essential: Experience in working with and respectfully engaging urban and rural communities in target Province. Strong understanding of local culture and customs.
• Preferred: Previous experience working with NGOs, particularly with World Vision Afghanistan.
• Preferred: Experience with accountability or feedback and complaint response mechanisms (CFRM).

Technical Skills:

• Familiarity with using digital data collection tools and applications (e.g., Kobo Collect, ODK, SMAP).
• Basic proficiency with smartphones and tablets.

Language Proficiency:

• Essential: Full professional proficiency in local languages (Dari and Pashto), Speaking and writing
• Preferred: English Language – Speaking and writing.

Personal Skills:

• Excellent interpersonal, communication, and listening skills.
• High level of integrity, honesty, and commitment to confidentiality.
• Polite, respectful, and patient demeanor with community members.
• Ability to work independently in remote and challenging environments.

4. Working Conditions

• Work Environment: This position is based in the field and requires 100% travel to remote and often hard-to-reach districts and villages. In accordance with cultural and organizational guidelines, the female enumerators are required to be accompanied by a Mahram during such travel and must obtain prior consent from their families before undertaking field assignments.
• Security: The successful candidate will be required to complete World Vision's mandatory security training (e.g., Light ‘Stay Safe’ 360 training) prior to deployment.
• Preference: Due to the remoteness of the target areas and specific community engagement requirements, couple candidates are preferred for this role.

  شرایط کاری

  محیط کار: این بست در ساحه بوده و مستلزم 100٪ سفر به ولسوالی ها و قریه های دورافتاده و اغلب صعب العبور می باشدمطابق با رهنمودهای فرهنگی و سازمانی، لازم است که مفتشین زن در جریان چنین سفرها توسط یک محرم همراهی شوند و قبل از انجام وظایف ساحوی باید رضایت قبلی خانواده های خود را کسب کنند.

  امنیت: از کاندیدای موفق خواسته می شود تا قبل از اعزام، آموزش اجباری امنیتی ورلدویژن را تکمیل کند
