Job Description:
Job Purpose:
The Senior P&O Technical Supervisor in Kabul WAK PRC is responsible for supervising P&O and mobility devices service provision in Afghanistan under the technical guidance of the P&O Technical Officer, Technical unit, Kabul. This role focuses on capacity building of local staff, quality assurance of services, and the coordination of prosthetics and orthotics operations in Kabul WAK PRC. The role is pivotal in ensuring efficient functioning of the workshop team, optimal use of resources, and compliance with HI’s quality standards, policies, and best practices to benefits the community in need.
Main Responsibilities:
1. Workshop Management & Production Supervision
- Manage and lead all activities of the P&O Workshop for production, repair, and maintenance of assistive devices.
- Supervise daily operations of technicians and technical assistants within the workshop.
- Ensure production targets are met according to monthly, quarterly, and annual plans.
- Monitor the workflow for production and ensure timely delivery of devices.
- Monitor quality assurance and control procedures for all P&O devices produced.
- Oversee appropriate use and preventive maintenance of workshop machines, tools, and equipment.
- Ensure cleanliness, safety, and organization of the PRC workshop premises.
2. Resource & Material Management
- Coordinate with PRC Storekeeper to ensure availability of raw materials, consumables, and tools required for production.
- Submit timely material requests based on stock status and production plans to Project Manager.
- Support maintaining proper inventory records of tools, equipment, and raw materials used in the workshop.
- Inform PRC Project Manager regarding repair or replacement needs for workshop machinery and tools.
- Support in market surveys for raw materials, tools, and machinery availability, if required.
3. Human Resource Management & Capacity Building
- Supervise workshop staff including P&O and Orthopaedic Shoe technicians, Workshop Assistants, and trainees (if any).
- Prepare work schedules, task allocation, and support leave plans for workshop staff.
- Conduct performance appraisals, provide feedback, and support staff development.
- Organize internal technical training sessions and hand skill upgrades with support from Technical Unit Kabul.
- Encourage workshop staff to use learning resources and online technical materials.
- Manage conflict resolution within the workshop team, reporting serious matters to the PRC Project Manager.
4. Technical Quality Control & Patient-Centered Approach
- Ensure accurate device fabrication according to patient multidisciplinary assessment results.
- Ensure that technical files, production records, and patient follow-up forms are maintained properly, either offline or electronically.
- Ensure the implementation of technical activities and tools according to HI’s internal quality and technical standards.
- Provide technical guidance to staff on device fabrication techniques and innovations.
- Ensure devices produced are safe, functional, and customized as per patient needs.
- Promote and implement multidisciplinary team approaches in P&O service delivery.
5. Reporting & Documentation
- Maintain accurate records of production, repair, and delivery of devices.
- Prepare and submit monthly statistical reports on workshop activities to Project Manager.
- Submit narrative reports highlighting progress, challenges, and recommendations for improvement whenever required.
- Support PRC Project Manager in preparation of technical inputs for donor and management reports.
6. Coordination & Communication
- Participate in internal meetings within the PRC technical team.
- Liaise with the Technical Unit in Kabul for technical guidance and standards.
- Participate in procurement planning meetings for workshop needs, if required.
- Support PRC in exposure visits, training, and visits from HI staff or external stakeholders.
7. Others
- Take responsibility for implementing personal objectives and goals as outlined in the Job Description.
- Travel for field trip to other provinces HI PRC in case support is required.
- Perform additional functions as required by the operation or project exigencies.
- Ensure respect for institutional safeguarding policies and HR policies.
- Maintain technical representation at local hospitals and national-level coordination with the Expat P&O Technical Officer.
