About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.
Job Description:
Objective 1: Ensure the provision of high-quality standard medical services in targeted SHCs and support in planning, supervision and follow-up of the SHC activities.
- Follow up on the approved implementation plan and provide a specific plan for each SHC.
- Provide technical support to the staff through day-to-day supervision of the SHC -supported areas.
- Facilitate administrative support to the SHC staff on the day-to-day management.
- Ensure the SHC staff receive training and capacity building to provide quality services.
- Ensure the SHC staff is following the approved technical and operational guidelines for the provision of relevant services.
- Ensure the availability of standard national guidelines and quick references in SHC s.
- Make sure that daily, weekly, and monthly records of beneficiaries are in place and fulfilled efficiently.
- Provide regular comprehensive written constructive feedback to SHC staff on strong and weak areas.
- Ensure proper documentation of client medical records and their confidentiality is maintained.
- Provide written forward ways/solutions & recommendations for the improvement of the weak areas as identified during supervision.
- Identify the areas where staff need to build their capacity and facilitate capacity-building initiatives for them.
- Analyze SHC activities and propose solutions when needed
- Coordinate with the community leaders where the SHC provides services.
- Ensure timely consultation and/or referral of critical medical cases that require urgent medical attention at the next referral unit.
- Ensure that the SHC applies standard Infection Prevention and Control measures.
- Ensure that there is a functional referral pathway and mechanism at each service SHC.
- Ensure that SHC provides services to clients/beneficiaries in a dignified, compassionate, respectful and caring manner.
Objective 2 : Ensure standard management and administration practices of essential medicines and medical supplies at the SHC.
- Ensure the daily, weekly and monthly consumption is in line with distribution protocols and track/update the consumptions in the existing tools.
- Provide/update the monthly consumption of medicine and nutritional supplies in the existing pharmacy database and share with the implementing partner/ line manager.
- Report any misuse of supplies or any discrepancy immediately to the implementing partner/ line manager.
- Facilitate logistical support for SHC supply of partners either in stock or in the field.
- Ensuring the follow-up of medicine consumption at SHC, drawing up an order with the supervisor when needed promptly.
- Ensure that there is a routine practice of inventory of the pharmaceuticals and consumable medical equipment at each SHC.
- Ensure the availability of standard guidelines and SOPs about pharmaceutical management practices at each SHC.
- Ensure that there are appropriate stock monitoring, recording and reporting formats and templates at each SHC.
Objective 3: Capacitation of SHC staff.
- Establish a work plan for SHC staff and explain to them on follow-up of the plan.
- Support staff while performing planned services to clients or beneficiaries.
- Have close follow-up and control of SHC performances.
- Conduct meetings with SHC staff and implementing partners if needed, and share the key points with PM.
- Capacitate team members in the rules of hygiene, prescriptions, and medical supervision.
- Identify training needs for the staff with proposed capitation methods to the line manager.
- Provide on-the-job training/support to SHC staff both on technical and operational aspects of the services.
- Regularly conduct mentorship and coaching of staff, assess their skill level, and develop improvement plans on a regular basis.
- Collaborate and work closely with the capacity-building focal person at the coordination level and line manager to communicate, plan, and execute targeted training.
Objective 4: Reporting and documentation.
- Ensure a good filing system at SHC and maintain the updating in a timely manner.
- Crosscheck the hard copy of all reporting tools and correct any mistakes before submitting the tools to data entry.
- Ensure the quality dimensions (Consistency, completeness, accuracy, etc) of the program data regularly and ensure a similar skill and approach is applied by frontline health workers.
- Ensure correct data is provided on a weekly and monthly basis.
- Participate in the APR preparation and provide relevant information/data to the APRs regularly.
- Ensure frontline health workers prepare and share routine reports (Daily, Weekly and monthly) according to the standard reporting tools and procedures.
- Develop the success story of the project for donor requirements and submit it to the line manager.
- Provide any other information when necessary (security, logistical and HR-related) to PM.
- Monitor trends of cases being admitted and treated in SHC and report any alerts to the line manager and partner in a proactive manner.
- Enhance data-driven anticipatory action, including planning and preparedness practices at each SHC.
- Collaborate with MEAL and Survey/ Surveillance experts in implementing quality improvement initiatives and documentation of lessons.
Objective 5: Managing and ensuring proper set up SHC premises.
- Ensuring the cleanliness of the SHC premises.
- Ensure all the material in the SHC is ready and active (relevant equipment, registers, nutritional supplies, medicines).
- Ensure that staff keep all items organized and very well.
- Clean and prepare for use in SHC.
- Ensure staff updated all reporting tools daily.
- Ensure staff keep and maintain a good filing system for all documents
- Supervisory Responsibilities
- Acts as a technical supervisor for frontline health workers working in SHC.

- Ensure efficient utilization of direct program resources, including medical supplies and commodities in SHC in consultation with the line manager and pharmacy manager while ensuring compliance with quality standards and SOPs.
- Contribute to the efficient and timely utilization of project committed resources, including budget for procurement, transportation and utilization of medical supplies and equipment for basic RMNCH services at SHC without compromising expected deliverables.
- Physical Demands
- While performing the duties of this job, the employee is required to work for extended periods with due attention to the work, including regular supervision of health workers at SHCs, and managing coordination services with heavy volumes of work within short time frames under stressful situations.
- Must be able to execute tasks related to the JD accurately so that only minor corrections are needed on an infrequent basis.

- Working Conditions, Travel and Environment
- The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
- Must be able to attend SHC most of her times and as required.
- While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions.
Job Requirements:
- Graduated from a recognized medical university and have passed the Exit Exam of the government.
- MD degree with At least 3 years of relevant experience in the field of Health and Nutrition programs.

- Experience on PSS if possible.

Language:
- Fluency in local languages (Dari & Pashto) is compulsory.
- Knowledge of English language is a plus.
