Job Description:

Position Description:

The Field Officer for Disaster Preparedness will be responsible for overseeing the implementation of disaster preparedness initiatives at the district/provincial level. The ideal candidate will possess strong leadership skills, a deep understanding of disaster risk management, and the ability to engage effectively with local communities,  relevant sector and other stakeholders.

Responsibilities:

  • Ensure Implementing the project activities in alignment with established timelines, budgets, and quality standards.
  • Ensure community ownership of all disaster preparedness activities incuding the establishment/strengthen community based disaster management committees through building trust and facilitating participatory risk assessments.
  • Establish district level risk reduction managmet committee(DRRMC) and link with provincial level risk reduction management committees(PRRMC).
  • Monitor project progress and address challenges to ensure successful outcomes.
  • Conduct hazard and vulnerability assessments to identify risks and develop mitigation strategies.
  • Contribute in designing and implementing early warning systems and contingency plans tailored to local needs.
  • Ensure the community-based disaster risk reduction workshops and training including simulation drills are organized and conducted timely.
  • The Field Officer makes sure the development and implementation of an Environmental and Social Management Plan (ESMP) for the project, ensuring compliance with environmental regulationsd, social safeguards, and community engagement principles. This includes conducting environmental and social impact assessments, identifying mitigation measures, and monitoring the implementation of environmental and social management activities throughout the project lifecycle.
  • Contribute in developing and distributing educational materials on disaster preparedness and response protocols.
  • Build and maintain strong relationships with local communities, government officials, and partner organizations.
  • Engage community members in participatory planning processes to enhance ownership and sustainability.
  • Coordinate with local authorities and stakeholders to align project objectives with district development plans.
  • Represent the organization in district-level/provincial-level meetings and forums related to disaster preparedness.
  • Collect and analyze data on project activities and impacts, preparing regular reports for the staff at region and DP Project Manager and PD Coordinator.
  • Ensure compliance with organizational policies and donor requirements.
  • Supervise and support field staff, providing guidance and fostering a collaborative work environment.
  • Conduct regular performance reviews and promote professional development opportunities for team members.
  • Manage the team based on DACAAR rules and regulations.
  • Prepare monthly expense vouchers for the project.
  • Prepare a nonexpendable stock report at the end of the project.
  • Ensure that all team members adhere to safety procedures and guidelines at all times.
  • Conduct regular inspections of stockpiling activities to verify that materials are stored properly and in compliance with established standards.
  • Confirm that all sources of verification for project activities are documented and filed appropriately in designated locations.
  • The Field Officer must strictly comply with the organization's security policies, procedures, and daily directives provided by safety personnel.
  • Perform any additional tasks as assigned by the supervisor.

Job Requirements:

Education: Bachelor Degree in Agriculture-Horticulture is required but, master degree is perforable.

Experience: At least 3 years of relevant experience in relevant field of alternative livelihood and food security assistance, climate smart agriculture, crop value chain analysis and management     

Other qualifications’ an advantage:  

  • Ability in team working, Good Interpersonal Skills, Good Organizational Skills
  • Ability to coordinate and collaborate with farmers, community members, and stakeholders to ensure effective implementation of livelihood and food security activities.
  • Strong verbal and written communication skills for effective community engagement and report writing.

Languages: Oral and written fluency in (English, Dari, Pashto)
