About Union Aid:

Union Aid (UA) was established by a group of Afghan philanthropists and social activists in July 1979 in Peshawar, Pakistan. Union Aid was serving Afghan Refugees and host communities living in/around refugee camps through various projects in three main sectors; health, education and skill development. UA has been providing basic health services through hospitals, Basic Health Units (BHUs), labor rooms, provision of prosthetic limbs and first aid trainings. UA facilitated Afghan Refugees in education sector through providing formal basic and higher education, skill development programs for men and women, literacy centers and scholarships.

Union Aid is actively providing regular support in humanitarian & development sectors such as, Healthcare, Nutrition, Education, Scholarships, Technical Vocational Education Trainings, Family Support Programs, Emergency Response and Support, Livelihoods, Food Security, Shelter, Construction/Rehabilitation of community level infrastructures, Environmental Protection, and WASH.

Job Description:

General Position Summary

Union Aid has been a pioneer organization in humanitarian service delivery for almost 46 years in Pakistan, and then Afghanistan. Have the privilege of executing numerous emergency response projects for the most affected communities across most of the provinces in Afghanistan, in addition to other efforts imitated in development and sustainability areas.

 

Recent disasters resulted in Thousands of our people losing their lives, being injured and becoming homeless in Kunar province, to reach out to those in need, Union Aid has taken practical measures in financial support of our Partner Organization (MI) to respond to this situation through initiating NFI Item distribution and Health Services.

 

This position will lead the field team in initiating need assessments, preparedness for distribution, identification of project Participants, eligibility review of the Project Participants, cross-checking, and significantly the distribution of Nonfood Items and hygiene under the project to the affected community members in Kunar province. The district will be identified as a result of initiating need and vulnerability assessments by the team under this position’s command.

The position holder will report their activities considering the chain of reporting to lead of ERT (Emergency Response Team) and will ensure a timely update on the progress made by his/her team on the ground.

Essential Job Responsibilities

Assessment and Beneficiary Identification Phase

  • Ensure to have a collaborative and coordinated approach with the M&E lead (member of ERT) to ensure all the M&E tools are in place while initiating the assessment.
  • Obtain orientation from M&E on methodologies to ensure all the assessments have been initiated on the ground, in light of the M&E tools developed for this task.
  • Daily update to the ERT lead on the progress made under the assessment efforts.

Coordination and properness

  • Coordination in obtaining the project registration with the Directorate of Herat Economy, and the locally assigned emergency response committee is essential, the position holder will ensure all the coordination is being ensured with the respected departments.
  • Prior to the project implementation, it's required to choose, and make relevant preparations, for distribution port selection, in close coordination and consultation with the ERT lead.

Team Management

  • Ensure the teamwork efforts are in place, a comprehensive plan and encouragement could result in a strong and dedicated team management that could positively impact the service delivery efforts.
  • This position holder will be responsible for the overall management of the field team and will make himself accountable for the overall staff under his/her supervision.

Influence & NETWORKING

  • Maintain an internal network of humanitarian access and security focal points, working alongside the focal points to ensure a safe operation opportunity for program implementation.

Security

  • Ensure compliance with security procedures and policies and SOPs as determined by ERT.
  • Proactively ensure that team members operate in a secure environment and are aware of policies when required
  • Place high value on inter-agency coordination in security; encourage Union Aid field-level coordination in the NGO community. Seek opportunities for formal and informal cooperation.

Reporting

  • Ensure on time reporting of the activities to the respective line management, this reporting will include: Bi-weekly reporting, and Monthly meeting, through utilization of specified reporting format.
  • The position is responsible to initiate the Semi-Annual report which will be used for the online reporting platform of Ministry of Economy.

Job Requirements:

  • Bachelor of Business Administration
  • Over three years of experience working in and/or advising on programs in fragile, insecure, and complex contexts.
  • Experience managing humanitarian relief and/or transitional programs in areas affected by conflict and insecurity preferred.
  • Highly developed interpersonal and communication skills required, including influencing, negotiation and coaching;
  • Strong management skills with a good understanding of managing international, and cross-cultural teams;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
  • Fluent written and oral communication in English is required;
  • Knowledge of major donor requirements and compliance issues;
  • A strong understanding of conflict-sensitive program mainstreaming and gender or protection mainstreaming would be an advantage.
