We World-GVC in the framework of its programs in Afghanistan is recruiting local staff to implement the project "Strengthening the food insecurity and disaster risk preparedness, prevention and response capacities of the Afghan population affected by the humanitarian crisis" in Herat funded by the Italian Agency for Development Cooperation (AICS).

Job Description:
Purpose of the Role
Under the guidance and supervision of the Country Director and Field Coordinator, the Technical Officer will report directly to the Field Coordinator, ensuring close coordination with relevant departments, MEAL unit, Partner, and project team members.
The Technical Officer will support the planning, coordination, and monitoring of project activities in Jalalabad and Kunar over the project’s initial four months. The role will focus on field monitoring, beneficiary verification, and technical documentation to ensure transparent, accountable, and efficient implementation.
Job Description:
- Support the Field Coordinator in planning, coordinating, and monitoring project activities at field level.
- Assist in beneficiary selection and verification in line with agreed vulnerability criteria and tools (e.g., Kobo).
- Provide support to the MEAL Unit by assisting in monitoring, data collection, beneficiary verification, and reporting to ensure transparency, accountability, and timely documentation of all project activities.
- Monitor the distribution of cash for damage repair, NFIs, hygiene kits, and other project inputs to ensure transparency and accountability.
- Ensure compliance with organizational guidelines, including the use of official forms, documentation, and reporting formats.
- Prepare and submit weekly monitoring reports and share field observations with the Field Coordinator.
- Liaise with district authorities, Shuras, and beneficiary selection committees to ensure inclusivity and acceptance.
- Work closely with the HSSE Officer to ensure safety, protection, and PSEAH standards are observed during all activities.
- Work closely and coordinate with the partner to ensure smooth implementation and alignment of field activities.
- Support the preparation of internal progress reports.
- Document and maintain records of field activities for accountability, monitoring, and auditing purposes.
- Ensure gender and protection considerations are integrated into all project activities.
Job Requirements:
Knowledge/Experience
- Bachelor’s degree in social sciences, Project Management, Development Studies, or related field (master’s degree is an advantage).
- At least 2–3 years of relevant experience in project implementation/monitoring with NGOs or humanitarian actors.
- Experience with cash-based interventions, NFIs, or WASH programs preferred.
- Familiarity with digital data collection tools (e.g., Kobo Toolbox, ODK).
- Ability to travel frequently to Kunar and other project sites.
- Strong track record in developing and implementing HSSE policies, risk assessments, and mitigation measures on construction sites.
- Demonstrated ability to conduct site inspections, audits, and accident/incident investigations.
- Experience working with INGOs, UN agencies, or donor-funded projects is an advantage
- Knowledge and Management of supplier contracts and technical requirements in the country.
- Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
- Professionalism – understanding of the management and operations of development organizations. Demonstrated ability to apply good judgment in the context of assignments given.
- Planning & Organizing - Ability to plan own work and manage conflicting priorities.
- Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
- Technology Awareness – Good computer skills using Word, Excel, PowerPoint and engineering programs.
- Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Fluency in Dari and Pashto and excellent in English (listening, reading, writing, and speaking).
- Ability to multi-task, be flexible, and effectively lead the team in pressure working environment.
- Extensive experience in capacity building through conducting training sessions.
- High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
- Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
- Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
- Ability to independently organize work and prioritize tasks but also to work as part of a team.
