Job Description:

Reports to: Finance & Operations Manager / Program Director
Supervises: Procurement Assistants / Logistics Officers (as assigned)
Contract Type: Fixed-term

Purpose of the Role

The Senior Procurement Officer is responsible for planning, managing, and overseeing all procurement and supply chain activities of the organization. The role ensures that goods, works, and services are procured transparently, efficiently, and in line with donor requirements, organizational policies, and international standards.

Key Responsibilities

Procurement Planning & Management

  • Develop and implement annual and project-based procurement plans in coordination with program teams.

  • Ensure timely procurement of goods and services in line with approved requests and budgets.

  • Maintain an updated vendor database and conduct regular market assessments.

Compliance & Transparency

  • Ensure procurement processes strictly follow organizational procurement policies, donor regulations, and Afghan law.

  • Lead tendering processes including preparation of bidding documents, evaluation of offers, and drafting of contracts.

  • Guarantee fair competition, transparency, and value for money in all procurements.

Contract & Supplier Management

  • Draft, review, and manage contracts with vendors, suppliers, and service providers.

  • Monitor vendor performance and ensure timely delivery of quality goods and services.

  • Resolve disputes with suppliers and maintain professional relationships to ensure long-term partnerships.

Documentation & Reporting

  • Maintain complete and accurate procurement records, including purchase requisitions, quotations, bid evaluations, and contracts.

  • Ensure all procurement documentation is audit-ready and accessible for review.

  • Prepare regular procurement status reports for management and donors.

Team Supervision & Capacity Building

  • Supervise and mentor procurement staff, providing on-the-job training and guidance.

  • Promote compliance awareness and build the capacity of program staff on procurement processes.

  • Ensure teamwork and efficient coordination with logistics, finance, and program departments.

Risk Management & Integrity

  • Identify procurement-related risks and implement mitigation strategies.

  • Promote ethical standards and prevent conflicts of interest in procurement processes.

  • Report any fraud, corruption, or safeguarding concerns in line with organizational policy.

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or related field (Master’s degree preferred).

  • At least 5–7 years of progressive experience in procurement and supply chain management, preferably with NGOs, INGOs, or UN agencies.

  • Strong knowledge of donor procurement guidelines (e.g., UN, USAID, EU, etc.).

  • Demonstrated experience in tendering, contract management, and supplier relations.

  • Proven leadership skills with ability to supervise and motivate staff.

  • Proficiency in MS Office and procurement/ERP systems.

  • Strong Dari and/or Pashto; working knowledge of English required.
