Job Description:
Reports to: Education Project Manager / M&E Manager / Program Director
Supervises: Data Collectors / Field Monitors (if assigned)

Purpose of the Role
The M&E Officer is responsible for designing, implementing, and managing monitoring and evaluation systems to measure project performance, outcomes, and impact. The role ensures accountability to donors, management, and communities, while promoting learning and continuous improvement across education programs.
Key Responsibilities
Monitoring & Data Management

Develop and implement project monitoring plans, tools, and systems in coordination with program staff.

Collect, compile, and analyze quantitative and qualitative data from the field.

Ensure accurate tracking of indicators, beneficiary reach, and activity progress.

Maintain and update project databases for timely reporting.
Evaluation & Learning

Support baseline, midline, and endline surveys, as well as special studies and evaluations.

Facilitate participatory monitoring and feedback sessions with teachers, students, and communities.

Document lessons learned, best practices, and case studies to inform future programming.
Accountability & Feedback Mechanisms

Establish and manage beneficiary feedback and complaint mechanisms.

Ensure that all feedback is documented, analyzed, and responded to in a timely manner.

Promote transparency and accountability in project activities.
Capacity Building & Technical Support

Train project staff and partners on M&E tools, reporting requirements, and data quality standards.

Provide technical guidance to field teams on data collection and reporting.

Ensure gender-sensitive and inclusive approaches in monitoring processes.
Reporting & Documentation

Prepare monthly, quarterly, and final M&E reports for internal use and donors.

Support project teams in drafting evidence-based progress reports.

Present findings and recommendations to management for program improvement.
Job Requirements:
Qualifications & Experience

Bachelor’s or Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, or related field.

Minimum 3–5 years of experience in M&E roles within NGOs, INGOs, or development agencies.

Strong knowledge of M&E frameworks, indicators, and data management systems.

Proficiency in data collection tools (Kobo, ODK, or similar) and statistical software (Excel, SPSS, or others).

Experience in conducting surveys, focus groups, and participatory assessments.

Fluency in Dari and/or Pashto; good command of English required.
