About Agency for Rehibilitation & Energy conservation in Afghanistan (AREA):

AREA has been established in December 1993 as the continuation of the GTZ DESP Project, AREA is a non-governmental, non-political, not-profitable,
and developmental organization.   Mine Action Program is an integral part of AREA’s initiatives. Based on the need assessment of clearing explosive
contaminated areas for conducting development projects, AREA’s mine action program has the duty of ensuring cleared and safe lands for
implementation of development projects which will be executed by other functional departments of the AREA. The variety of the “Integrated
Community Development Programs” gives AREA another value and good chance to conduct Community Based Mine Action Program and integrate CB
demining into the developmental programs. Based on this concept, AREA always assists and responds to the communities’ requests on “what they
want to have on their cleared lands”. AREA demining program was established in 1995 and is sufficiently experienced in mobilizing communities to
handle clearance operations of explosive ordnance by themselves. AREA is the founder and initiator of the Community Based Mine Clearance Program
in Afghanistan. AREA has a highly organized management system consisting of Operations, QM & Training, Program, Admin/HR, Finance, Logistics, IT,
and Transport sections. 

Job Description:

Purpose and Scope of Assignment:

The Finance Officer (FO) works under the technical guidance and supervision of Finance Manager, He/she is responsible for effective and proactive delivery of services in the financial management areas for the AREA as well as preparing all projects  accounting documents, Making entries in QuickBooks for final interface, Tax remittance to  government, for HQ and field offices and preparing the Financial reports, filing, scanning and archiving of Financial documents for HQ office and other projects. He will ensure proper financial / accounting management of all project as per organization and donor regulations.

 

Main Responsibilities:

  • Make sure that all monthly financial documentation from all the field offices are received, reviewed and approved by relevant field officers.
  • Conducting financial clearance sessions on monthly basis in the field offices or AREA HQ office as per the instruction of AFL Manager.
  • Preparing all supportive documents of each and every single purchased product or services.
  • Preparing outstanding and Cash Payment vouchers and making Entries for transaction within the system or financial instrument/QuickBooks.
  • Make sure the validity, correctness of coded vouchers and other attributes of financial transaction as per the AREA finance policy and procedures.
  • Ensure completeness of supportive documents such as; PR, PO, RFP, GRN or Service receipt note and prepare them as per the need.
  • Reconciling all AREA project payrolls with ledger and bank statements on monthly bases or as per the instruction of AREA AFL manager.
  • Preparing monthly payrolls and properly consider the all the benefits, gratuity, medical and hazards to evaluate with the approved budget.
  • Ensure monthly staff salary income and with-holding taxes are strictly deposited within the same month (In-line with the Government due time), prior to the last working day of the month if it falls on weekend or public holiday.
  • Ensure preparation and submission of quarterly/half yearly financial reports to Ministry of Economy and Tax Department on time.
  • Do bank reconciliation monthly in the system and submit it Line Manager for review.
  • Ensure preparation and submission of financial statements of all AREA projects and share it with AREA AFL Manager for final review.
  • Develop and design chart of accounts as per the project nature and operations and as well as approved budget and submit it to Line Manager for review.
  • Preparing budget verses actual of all AREA projects on monthly base and submit it to line manager to compare and control operation cost as per the AREA finance policy.
  • Ensure proper clearance of cash-flow to all field offices as per their advance requests.
  • Responsible for preparing the financial statements of AREA projects quarterly and annual base also as per the donor requirements and submit it to AREA AFL manager for review.
  • Be available to carry out any other tasks deemed useful by his direct manager.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting.
  • A minimum of 5-6 years’ experience in a Finance.
  • Ability to be detail oriented and produce financial reports with precision and accuracy.
  • Substantial experience and knowledge of National NGO and international donor funds, financial guidelines.
  • Strong accounting skills and experience in providing of key financial statements.
  • Knowledge of financial and accounting standard, regulations and accounting processes
  • Advanced computer skills in MS Office programs and Excel expertise

Knowledge and Experience of working with Quick Book application is essential
