Job Description:

General Responsibilities:

The accountant will be in charge of monthly accountancy reports from the relevant HER Project and other vertical projects with compromise of Head Quarter Accountant of the organization and helping Head Quarter Finance Manager/ Finance Department in any financial Tasks. He/she will work under direct supervision of Accountant.

Specific Job Responsibilities:

The Accountant is responsible for the following:

Accounting:

  1. To checking of monthly accounting reports with all the supporting documents form Main office and Provincial office.
  2. To confirm the invoices with the relevant suppliers both through phone call and physical verification.  
  3. To do the data entry of monthly accounting reports in accounting system of the organization.
  4. Reconciliation of consolidate payroll of whit Quick Book system every month.
  5. Preparation of Tax Statement for the relevant projects.
  6. Reconciliation of the organization Taxes between organization accounting system and the actual taxes paid to the government.
  7. Controlling of all vouchers allocability, reasonability and allow ability. And authorizing the relevant project vouchers.
  8. Follow up of the observations that are noted by the internal control and compliance department of the organization
  9. Making sure that all vouchers of the projects include all the required supportive documents considering OPHA Threshold.
  10. To manage the relevant project archive list and present it in the time audit.
  11. To check the procurement document of the relevant project.
  12. To submit the monthly tax statement to HR and Logistic department.
  13. To check and report the findings relevant HER project and other vertical projects to his/her line manager.
  14. To reconcile the excel base Budget follow up with the accounting system ledger and report it to his/her line manager.
  15. To prepare the payable follow up of the HER project and other vertical projects and report it to his/her line manager.

Reporting:

  1. To take part in preparation of monthly accounting report and financial report internal and external to the organization.
  2. To prepare his monthly activity reports based on his ToR and achievement and submit to the line manager.

Finance:

  1. To have control that OPHA Financial Resources are used in an appropriate and professional manner in the main and sub-offices.
  2. To make sure that regional offices revenues and expenses are complying with OPHA and donor’s requirements and all the cost “Material and Immaterial” are all responsible, allocable and allowable for the donors.

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Finance, Accounting, or related field (Master’s preferred).
  • Minimum 5 years of experience in financial management, preferably with NGOs or donor-funded projects.
  • Familiarity with UNICEF financial guidelines is highly desirable.
  • Proficiency in accounting software (e.g., QuickBooks, FundWare, PEACH TREE or similar).
  • Strong analytical, organizational, and communication skills.
  • The position requires regular travel to provinces for field visits and providing support to project activities.
  • Fluency in English and Dari/Pashto.
