Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

Job Description:

  1. Technical and Programmatic Management
  • Provide strategic oversight and technical guidance for all health-related projects under ACDO, ensuring alignment with national policies, BPHS/EPHS standards, and donor requirements.
  • Ensure the delivery of quality preventive, promotive, curative, and rehabilitative health services at primary and secondary healthcare levels.
  • Support implementation of clinical protocols, infection prevention and control (IPC) standards, rational drug use, and quality assurance mechanisms.
  • Lead the integration of cross-cutting themes including nutrition, gender, disability inclusion, and mental health into program activities.
  1. Quality Assurance and Performance Monitoring
  • Conduct regular field visits and technical supervision to assess performance of health facilities and field teams.
  • Establish and maintain a continuous quality improvement system across supported health facilities.
  • Review health service data and performance indicators (maternal and child health, EPI, nutrition, communicable diseases, etc.) to identify gaps and implement corrective actions.
  • Support internal and external quality assessments and facilitate compliance with MoPH and donor standards.
  1. Staff Management and Capacity Building
  • Supervise and mentor medical and non-medical staff, including doctors, nurses, midwives, and CHWs.
  • Develop and implement capacity-building plans, including on-the-job training, coaching, and formal workshops based on MoPH-approved technical modules.
  • Participate in recruitment, orientation, and performance appraisal of project health staff.
  1. Coordination and Representation
  • Liaise and coordinate with the MoPH and provincial level departments, community health councils, and relevant stakeholders to ensure effective project implementation.
  • Represent ACDO in technical working groups, health cluster coordination meetings, and other inter-agency platforms.
  • Strengthen referral systems between community structures, primary facilities, and referral hospitals.
  • Maintain regular communication between field offices and ACDO’s central management to ensure program coherence.
  1. Data Management, Reporting, and Accountability
  • Collaborate with MEAL and HMIS teams to ensure accurate data collection, analysis, and reporting.
  • Use data-driven approaches to track progress against project targets and inform programmatic decisions.
  • Prepare high-quality monthly, quarterly, and final technical reports for internal management, donors, and MoPH.
  • Promote accountability, patient safety, confidentiality, and adherence to medical ethics in all health interventions.

Job Requirements:

Qualifications and Requirements

  • Bachelor’s degree in Public Health, Medicine, or a related health discipline. (Master degree preferred).
  • Minimum 8 – 10 years of progressive experience in managing health projects in humanitarian settings.
  • In-depth understanding of Afghanistan’s health system, MoPH standards, and the BPHS/EPHS framework.
  • Proven ability to manage multidisciplinary health teams and oversee multiple health facilities.
  • Solid experience in project design, implementation, monitoring, and reporting.
  • Familiarity with health information systems (HMIS), data analysis, and performance-based decision-making.
  • Excellent interpersonal, communication, and leadership skills.
  • Strong computer skills (MS Word, Excel, PowerPoint, HMIS software).
  • Fluency in English, Pashto/Dari (both spoken and written).
  • Willingness and ability to travel to field locations under challenging conditions.

Reporting Line

The health project Manager will report directly to the Program Manager and work closely with other members of the provincial team and relevant stakeholders.

Language skills:

  • Fluent oral and written skills in English;
  • Fluent in Pashto/Dari
