About Resilience Environment and Humanitarian Aid Organization (REHA):
Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. Job Description:
The Consultant will design, guide, and technically lead all aspects of the gender-sensitive climate vulnerability and water resilience assessment, including the development of research tools, training of enumerators, supervision of field data collection, data cleaning and analysis, and production of the final assessment report.
The consultant will ensure that the study’s findings directly inform project implementation, advocacy, and small-scale interventions under BIRCCAW.
Scope of Work and Key Responsibilities
A. Research Design and Planning
- Review existing project documents, assessment frameworks, and related literature on gender, water, and climate resilience.
- Lead the design of the research methodology, including sampling strategy, survey design, guides, and ethical considerations.
- Prepare a detailed Inception Report outlining objectives, tools, indicators, and data-collection procedures.
- Coordinate with REHA field teams to finalize target communities and respondents.
B. Tool Development and Enumerator Training
- Develop robust survey questionnaires, checklists, and participatory tools tailored to local contexts.
- Design training materials and conduct a training-of-enumerators session on data-collection protocols, gender sensitivity, and ethical practices.
C. Data Collection Supervision and Quality Assurance
- Provide technical oversight and backstopping during field data collection in Parwan and Kapisa.
- Ensure proper data entry, consistency, and adherence to research protocols.
- Maintain regular communication with field teams and REHA project management.
D. Data Analysis and Synthesis
- Conduct both quantitative and qualitative analysis using appropriate software (e.g., SPSS, STATA, NVivo, Excel).
- Integrate gender-disaggregated data and identify trends, vulnerabilities, and coping strategies.
- Prepare data visualization outputs such as charts, maps, and infographics.
E. Reporting and Knowledge Products
- Prepare a draft and final assessment report highlighting key findings, lessons learned, and practical recommendations.
- Develop a clean, anonymized dataset suitable for sharing with donors and stakeholders.
- Contribute to policy briefs, summary notes, and presentations for dissemination workshops.
F. Coordination and Capacity Building
- Work closely with REHA technical and field teams, providing continuous guidance and mentorship.
- Support the identification of one pilot community for small-scale physical interventions based on assessment findings.
- Participate in coordination meetings with REHA, donors, and partners as required.
Job Requirements:
- Master’s degree in environmental science, Climate Change, Agriculture and NRM, Development Studies, Gender Studies, or a related field.
- Minimum 5–7 years of experience in conducting climate vulnerability assessments, gender analysis, or resilience studies in Afghanistan.
- Proven expertise in survey design, statistical analysis, and participatory research methods.
- Strong understanding of gender and climate linkages, particularly in water management and rural livelihoods.
- Demonstrated experience in producing high-quality analytical reports and data visualizations.
- Excellent communication skills in English (Dari/Pashto proficiency preferred).
- Ability to work independently while coordinating effectively with local field teams.
