Job Description:

Summary:

The Finance/Administration Manager (Chief Financial Officer) oversees all financial operations for both PHC and SHC projects, ensuring compliance with organizational policies and high standards of financial management. The role includes supervising payroll, budgeting, cash management, procurement payments, reconciliations, and reporting, while providing financial oversight, risk monitoring, and timely updates to the Project Manager and central office. The position also ensures secure handling of funds and supports overall administrative and operational management.

Responsibilities:

  • Oversee the overall management of the finance section for both PHC and SHC.
  • Review, verify, and control all financial documents prior to final entry and payment processing.
  • Examine and approve monthly payroll for staff at the office, provincial hospital, and clinics.
  • Prepare monthly forecast budgets and cash request plans for all projects.
  • Ensure daily cash counts are conducted accurately, both physically and in documentation.
  • Ensure all procurement payments, large or small, comply with organizational policies and procedures.
  • Maintain high standards in all financial procedures and ensure compliance across the project office.
  • Reconcile cash and bank statements regularly.
  • Review accounts payable and adjustment records prepared by the accounting section in relevant provinces.
  • Notify the Project Manager of any financial mismanagement, unauthorized expenditures, or policy violations.
  • Participate actively in Finance and Administration management meetings and follow up on the implementation of decisions.
  • Report regular financial updates to both provincial and central office levels.
  • Ensure robust security measures are implemented in the finance section, provincial hospitals, and health facilities for safe cash handling.
  • Confirm the receipt of all fund transfers.
  • Perform any other finance-related tasks assigned by the Project Manager.

Job Requirements:

  • Education: Bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries.
  • Experience: At least 10 years full-time experience in accounting and finance.financial reporting and training in accounting software (e.g., QuickBooks).
  • Proficient in Pashto, Dari, and English.
  • Strong management, reporting, and communication skills, with solid computer literacy, particularly in MS Office applications.
