Job Description:
Job Summary:
The HR Manager oversees all human resources functions, including recruitment, selection, orientation, payroll, and contract management. The role ensures effective talent acquisition, staff retention, and compliance with organizational policies and labor laws. Additionally, the HR Manager manages employee relations, grievance handling, record-keeping, and HR reporting, while fostering a positive work environment and supporting overall organizational objectives.
Responsibilities:
1. Recruitment, Selection, and Orientation
- Provide advice and guidance on all HR matters related to recruitment, selection, and associated terms and conditions to the provincial HR/leave management team.
- Manage the end-to-end recruitment process, supporting current and future organizational needs by developing, engaging, motivating, and retaining human capital.
- Advertise vacant or newly created positions through appropriate channels upon receiving recruitment requisitions.
- Manage applications, screen CVs, and conduct initial scrutiny of candidates.
- In consultation with relevant departments, prepare final shortlists, inform candidates, organize and conduct written tests and interviews, and prepare result sheets.
- Conduct reference checks and issue guarantee letters for selected candidates.
- Ensure proper documentation of newly hired staff in accordance with standard checklists.
- Maintain accurate and up-to-date job descriptions and provide guidance on drafting or revising them.
- Manage the orientation program for new employees to familiarize them with the organization’s culture and operations.
- Maintain recruitment progress reports and ensure timely communication with line managers.
- Conduct proper clearance and exit interviews for departing staff.
2. Payroll Management
- Ensure monthly attendance summary reports are received from all health facilities before payroll preparation to guarantee accuracy.
- Oversee the preparation and timely processing of all payrolls, including approvals for non-standard payments.
- Manage payroll changes, such as new hires, terminations, and salary adjustments.
- Ensure compliance with relevant laws and internal policies.
- Resolve payroll-related issues efficiently and professionally.
- Guarantee that all staff receive their monthly salaries on time through the appropriate payment methods (bank transfer, cheque, MSP, or cash).
- Maintain accurate payroll records and prepare necessary reports.
3. Contract Management
- Track and manage contract extensions, amendments, and prepare employment contracts accordingly.
- Draft and issue contracts for newly hired staff based on approved documents.
- Communicate contract-related issues with relevant departments and stakeholders.
- Ensure internal contract documents are accurate, up-to-date, and well-maintained.
4. Other HR Responsibilities
- Maintain a well-organized filing system for both hard and soft copies of departmental documents, ensuring regular backups and secure storage.
- Conduct exit and grievance interviews, addressing performance issues or complaints in a legally compliant and professional manner.
- Detect and manage disputes and grievances, reporting to management as needed.
- Promote a positive work environment through employee relations, activities, and effective communication.
- Respond to staff inquiries regarding policies, procedures, and other HR-related matters.
- Prepare correspondence, memos, reports, schedules, confidential documents, and handle various employee-related issues.
Job Requirements:
- Education: Bachelor’s degree in human resource management, Business Administration, Public Administration (or a related field),
- Experience: 5 years of professional relevant experience, including managing a workforce of approximately 50- 100 personnel former working experience in PHC and SHC projects
- Good command of Pashto, Dari and English.
- Good management, reporting and communication skills in Computer, especially with MS office Package
- Flexible in working hrs
