Job Description:
Job Summary:
The Environmental, Social, Health, and Safety (ESHS) Officer ensures compliance with ESHS standards across all project activities, including health facilities and construction sites. The role involves risk assessment, incident monitoring, staff training, and promoting a culture of safety and ethical conduct. Additionally, the officer coordinates with local authorities and stakeholders, maintains accurate ESHS records, and supports continuous improvement in environmental, health, and safety practices.
Responsibilities:
1. ESHS Planning and Compliance
- Develop, implement, and regularly update ESHS plans, ensuring project staff receive appropriate training.
- Conduct regular risk assessments and ensure corrective and preventive measures are applied effectively.
- Inspect health facilities and construction sites to ensure compliance with KBHAO and national ESHS standards.
- Monitor proper waste management practices, including medical waste, in line with KBHAO and national guidelines.
2. Capacity Building and Awareness
- Train KBHAO staff, contractors, and community stakeholders on ESHS policies and procedures.
- Conduct emergency preparedness drills, workplace safety briefings, and awareness sessions.
- Promote a culture of ESHS compliance, accountability, and proactive reporting across all teams.
3. Incident Monitoring and Documentation
- Investigate all ESHS incidents and near-misses, maintaining accurate records.
- Prepare incident reports, including lessons learned and recommended improvements.
- Maintain ESHS statistics and contribute to donor and internal reporting requirements.
4. Coordination and Representation
- Coordinate with local government authorities on environmental, health, and safety requirements.
- Represent KBHAO in relevant technical coordination meetings and forums.
- Establish and maintain an active ESHS committee at the field level to ensure continuous monitoring and improvement.
5. Behavior, Conduct, and Safeguarding
- Uphold the highest standards of ethical behavior in line with KBHAO’s code of conduct and safeguarding policies.
- Serve as a role model for ethical conduct for all team members.
- Ensure that personal actions and those of the managed team do not compromise the safety of KBHAO’s staff or the vulnerable communities served.
- Promote awareness of KBHAO’s conduct and reporting mechanisms among external stakeholders.
- Report any concerns or breaches of ESHS standards promptly and appropriately.
Job Requirements:
- Education: Bachelor's degree in environmental science, social science (or a related field)
- Experience: 4 years of professional relevant experience, including managing gender-based violence and medical waste management, Grievances Redressal.
- Familiar with the Microsoft Office package and report writing.
- Knowledge of the World Bank or ADB and Afghanistan's Environmental and Social Legislations and frameworks is an asset.
- Demonstrated experience managing GBV, waste management, and grievance redressal systems.
- Demonstrated knowledge of BPHS/EPHS standards.
- Strong communication, problem-solving, and organizational skills.
- Fluent in English and Pashto and/or Dari.
- Ability to work independently and manage multiple priorities in challenging environments.
