Job Description:

Job Summary:

The Security Officer is responsible for monitoring and analyzing security conditions, ensuring the safety of staff and facilities, and implementing risk mitigation measures across KBHAO operational areas. The role includes conducting training and emergency drills, managing security incidents, maintaining communication systems, and coordinating with local authorities. Additionally, the Security Officer promotes ethical conduct, enforces organizational security protocols, and ensures a safe environment for both staff and the communities served.

Responsibilities:

1. Security Monitoring and Analysis

  • Monitor and analyze local security conditions in KBHAO operational areas.
  • Provide routine security briefings and situational updates to field staff.
  • Recommend safe travel movements and risk mitigation measures.

2. Staff and Facility Safety

  • Ensure proper security protocols are implemented at all KBHAO sites.
  • Conduct safety inspections of compounds and vehicles.
  • Monitor and maintain functionality of communications equipment (radios, Thuraya, phones).

3. Training and Compliance

  • Conduct regular SOP refresher sessions and induction briefings for staff.
  • Organize emergency drills, including fire, evacuation, and lockdown procedures.
  • Maintain security documentation and incident reporting systems.

4. Incident Management and Coordination

  • Investigate and document all security incidents and near misses.
  • Liaise with security networks and local law enforcement.
  • Report serious threats or incidents promptly to the RI Country Security Manager.

5. Behavior and Conduct

  • Uphold the highest standards of professional behavior in line with KBHAO’s code of conduct and safeguarding policies.
  • Serve as a role model for ethical conduct for all team members.
  • Ensure personal actions and those of managed team members do not compromise the safety of KBHAO staff or vulnerable communities.
  • Promote awareness of KBHAO’s conduct and reporting mechanisms among external stakeholders.
  • Report any concerns or breaches immediately.

Job Requirements:

  • Education: University graduate
  • Experience: Minimum of two years’ experience working in humanitarian safety and security (at any level with technical responsibilities).
  • Must have knowledge of incident reporting protocols and experience in report writing. 
  • Strong understanding of conflict dynamics and security trends in Afghanistan.
  • Proficient in using communications equipment
  • Strong interpersonal skills; trustworthy, calm under pressure, and capable of independent decision-making.
  • Fluent in English, Pashto and Dari.
  • Ability to manage multiple priorities in challenging environments.
  • Proven track record of upholding humanitarian principles and engaging with vulnerable communities responsibly.
