Job Description:
Job Summary:
The Emergency Response Assistant (ERA) will support the implementation of the Emergency Support for Afghans Returning from Iran project in Ghor province. The ERA will assist in household registration, verification, sensitization sessions, cash distribution, and referral support to returnee households.
Working under the direct supervision of the Project Officer, the ERA will maintain close communication with community members, local authorities, and other field actors to ensure transparent, efficient, and accountable project delivery. The ERA will also contribute to data collection, monitoring, and reporting activities as needed.
Key Responsibilities:
1. Project Implementation Support
- Assist in planning and executing field-level activities, including household registration, verification, and data collection.
- Support the organization and facilitation of sensitization sessions on safe winterization (fuel use), hygiene promotion, and available referral services.
- Participate in cash and voucher distribution events, ensuring orderly, transparent, and safe processes.
- Provide logistical and administrative support to field operations (e.g., preparing beneficiary lists, organizing materials, arranging venues).
2. Community Engagement and Accountability
- Act as a focal point for communicating with community members and Shuras about project objectives, targeting criteria, and entitlements.
- Support the Project Officer in managing the Feedback and Complaint Response Mechanism (FCRM) — collecting feedback, recording complaints, and ensuring timely referral to the relevant staff.
- Promote community participation and ensure that all project activities are conducted in a respectful, inclusive, and culturally appropriate manner.
3. Monitoring and Reporting
- Assist in collecting and verifying data using digital tools (e.g., CommCare or paper forms).
- Support post-distribution monitoring (PDM) and beneficiary follow-up visits as assigned.
- Report field observations, challenges, and beneficiary feedback to the Project Officer.
- Contribute to documentation of lessons learned, success stories, and beneficiary case studies.
4. Coordination and Representation
- Maintain positive working relationships with local authorities (DoRR, ANDMA), community elders, and partner organizations.
- Represent RRSWO in community-level meetings when required.
- Ensure adherence to RRSWO and donor standards, including safeguarding, gender equality, and accountability to affected populations.
5. Logistics and Operational Support
- Assist with logistical arrangements for field movements, including transport coordination and materials distribution.
- Ensure that safety and security procedures are followed during all field activities.
- Support procurement and inventory management of project materials as assigned.
Job Requirements:
Education:
- Bachelor’s degree in Social Sciences, Development Studies, Business Administration, or a related field
Experience:
- At least 2 years of experience in humanitarian or community-based project implementation, preferably in emergency response or cash-based programming.
- Experience in community mobilization, beneficiary registration, or awareness-raising activities.
- Previous experience working with NGOs or local authorities is an advantage.
Skills:
- Good understanding of humanitarian principles and accountability standards.
- Strong interpersonal, communication, and organizational skills.
- Ability to work well under pressure and in remote field locations.
- Cultural sensitivity and commitment to serving vulnerable populations.
- Basic computer literacy (Microsoft Word, Excel, mobile data collection tools).
- Fluency in Dari and/or Pashto required; working knowledge of English an asset.
