Job Description:
Job Summary:
The Cash Distribution Facilitator (CDF) will play a key role in the implementation of the Emergency Support for Afghans Returning from Iran project in Ghor Province. The CDF will be primarily responsible for organizing, facilitating, and ensuring the smooth, transparent, and secure distribution of multi-purpose cash assistance to returnee households.
Working under the direct supervision of the Project Officer, the CDF will collaborate with the Financial Service Provider (FSP), community representatives, and local authorities to ensure accurate beneficiary verification, efficient cash distribution, and adherence to humanitarian standards and accountability principles.
Key Responsibilities:
1. Cash Distribution Management
- Support the planning, coordination, and execution of cash distribution events in assigned locations.
- Facilitate on-site beneficiary verification prior to distribution, ensuring that only eligible households receive assistance.
- Work closely with the Financial Service Provider (FSP) to ensure distributions are conducted efficiently and securely.
- Maintain accurate records of cash recipients, signatures, and distribution summaries.
- Ensure crowd management, safety, and gender-sensitive arrangements during distribution events.
2. Beneficiary Support and Accountability
- Provide clear information to beneficiaries about the cash distribution process, entitlements, and grievance mechanisms.
- Assist beneficiaries in resolving issues related to payment, documentation, or verification.
- Report any discrepancies, complaints, or suspected cases of fraud or duplication immediately to the Project Officer.
- Support the implementation of the Feedback and Complaint Response Mechanism (FCRM) at distribution sites.
3. Coordination and Communication
- Coordinate closely with community elders, Shuras, and local authorities (DoRR, ANDMA) to ensure community awareness and participation in the distribution process.
- Work collaboratively with Field Agents, Emergency Response Assistants, and other project staff to ensure efficient teamwork and information sharing.
- Liaise with FSP field representatives to align on distribution scheduling and procedures.
4. Monitoring and Reporting
- Collect and submit accurate daily and weekly reports on distribution progress, challenges, and beneficiary feedback.
- Support post-distribution monitoring (PDM) and beneficiary satisfaction surveys as requested.
- Document lessons learned and good practices related to cash delivery and accountability.
5. Logistics and Security
- Assist in preparing distribution materials, beneficiary lists, and site arrangements.
- Ensure that all distribution sites comply with safety, security, and protection standards.
- Follow RRSWO safety and security procedures during field activities.
Job Requirements:
Education:
- Bachelor’s degree in Social Sciences, Economics, Development Studies, Business Administration, or a related field
Experience:
- Minimum of 2 years of experience in humanitarian or development projects, preferably in cash transfer or distribution activities.
- Experience in beneficiary registration, verification, or field coordination.
- Previous work with NGOs or community-based organizations is an advantage.
Skills:
- Understanding of cash-based programming and humanitarian assistance principles.
- Strong organizational and communication skills.
- Ability to manage large groups of people in field settings with patience and professionalism.
- High attention to detail, accuracy, and transparency in handling sensitive information.
- Basic computer literacy (MS Excel, Word, mobile data tools).
- Fluency in Dari and/or Pashto required; basic English preferred.
