For too long, women have been forced to stand on the sidelines, whether the issue is political leadership, safety in conflict zones, protection from violence or access to public services. Now women must come to the centre as leaders, advocates and agents of change.

Job Description:

Job Summary: 

The Field Agent (Community Mobilizer / Hygiene Promoter) will play a vital role in implementing field-level activities under the Emergency Support for Afghans Returning from Iran project in Ghor Province.

The position focuses on community engagement, beneficiary sensitization, and hygiene promotion for Afghan returnee households. Field Agents will work closely with local communities, Community Shuras, and local authorities to ensure clear communication about project objectives, targeting, and distribution processes.

This role can be performed by an individual (Community Mobilizer or Hygiene Promoter) or by a couple (one male, one female) to ensure gender-balanced community outreach and inclusive engagement of both men and women beneficiaries.

Key Responsibilities:

1. Community Mobilization and Engagement

  • Conduct regular community meetings to inform households about project activities, beneficiary selection, and entitlements.
  • Support household registration, verification, and communication before and during cash distributions.
  • Maintain positive relationships with community elders, Shuras, and local authorities (DoRR, ANDMA).
  • Promote community participation and feedback through inclusive and transparent approaches.
  • Assist in managing the Feedback and Complaint Response Mechanism (FCRM) at the field level.

2. Hygiene Promotion and Awareness

  • Facilitate hygiene awareness sessions with target communities, focusing on handwashing, water safety, and sanitation practices.
  • Conduct sensitization sessions on safe fuel use and winterization practices as part of the project’s seasonal preparedness activities.
  • Ensure hygiene promotion messages are culturally appropriate and adapted for both men and women.
  • Distribute information materials (IEC) and assist in community-level hygiene campaigns.

3. Beneficiary Support and Data Collection

  • Support the registration and verification process of returnee households using digital or paper-based tools.
  • Provide on-site assistance during cash distribution events, ensuring proper crowd control and orderly processes.
  • Gather feedback from beneficiaries and report any issues or protection concerns to the Project Officer or Emergency Response Assistant.

4. Monitoring, Reporting, and Coordination

  • Report daily field activities, observations, and community feedback to the supervisor.
  • Assist the MEAL team in data collection for post-distribution monitoring (PDM) and satisfaction surveys.
  • Document lessons learned, challenges, and success stories from the field.
  • Work collaboratively with the Psychosocial Counselor and Cash Distribution Facilitators to ensure coordinated service delivery.

Job Requirements:

Education:

Minimum high school diploma; bachelor’s degree in Social Sciences, Public Health, or related field preferred.

Experience:

  • At least 1–2 years of experience in community mobilization, hygiene promotion, or awareness-raising activities.
  • Previous work experience in humanitarian projects or with local NGOs preferred.
  • Experience engaging both male and female community members and facilitating group discussions.

Skills:

  • Good understanding of hygiene promotion, basic health, and community engagement principles.
  • Strong communication and interpersonal skills, especially with vulnerable groups.
  • Culturally sensitive and able to work effectively in rural or remote areas.
  • Team player, proactive, and respectful of gender and cultural norms.
  • Basic computer literacy (Excel, Word, mobile data collection tools).
  • Fluency in Dari and/or Pashto required; basic English an asset.
