About New Consultancy and Relief Organization:

New Consultancy and Relief Organization (NCRO) is serving the needy people, particularly returnees from the neighboring countries and internally displaced persons IDPs due to natural disasters or internal conflicts.  NCRO is a fully voluntary organization, providing assistance in water supply, sanitation, food security, nutrition, protection, shelter, infrastructure, and economic recovery to vulnerable people, irrespective of gender, race, language and location. 

NCRO will employ the staff under this vacancy dedicated to the project “Assistenza multisettoriale per i bisogni primari delle popolazioni colpite dal terremoto in Afghanistan, con focus su Shelter e WASH”, to be implemented in the framework of the ‘Multisectoral program to support the resilience of vulnerable populations in Afghanistan’’ – AID 013073/01/0,

Job Description:

The Community Mobilizer will be responsible for:

  • Engaging with communities, raising awareness regarding project activities.
  • Beneficiaries targeting, organizing community-level activities, and supporting the implementation of project interventions. The role ensures active participation of beneficiaries and strengthens relationships between the organization, community members, and local stakeholders.
  • Conduct community meetings and household visits to explain project objectives, eligibility criteria.
  • Mobilize communities to participate in cash assistance and Shelter repair/upgrade distribution process.
  • Raise awareness on PSEA and hygiene messages.
  • Support the identification and verification of vulnerable households, ensuring transparency and fairness in beneficiary selection.
  • Assist during distributions by guiding beneficiaries, monitoring orderly participation, and documenting distribution processes.
  • Collect, document, and report community feedback, complaints, and suggestions for timely action.
  • Support monitoring and evaluation by providing field-level observations and insights.

Job Requirements:

  • Bachelor’s degree in Social Sciences, Education, Community Development, or related field (high school graduates with strong relevant experience will also be considered).
  • Minimum 2–3 years of experience in community mobilization, awareness raising, or similar field roles with NGOs/INGOs, social work, or humanitarian projects.
  • High School diploma or bachelor degree in social science or relevant field will be preferable.
  • Knowledge of local culture and traditions of Kunar Province.
  • Strong communication and interpersonal skills.
  • Fluency in Pashto Dari and English will be an advantage.
  • Willingness to travel to rural and remote areas.
  • Knowledge of community dynamics and ability to engage both male and female community members.
  • Basic reporting and record-keeping skills.
  • Computer literacy (MS Office, smartphones for data collection) is an asset.
  • Fluency in local languages (Pashto and Dari) – required.
  • Basic knowledge of English – preferred.
  • Ability and willingness to travel frequently to field sites, including rural and hard-to-reach areas.
  • Commitment to humanitarian principles, gender equality, and social inclusion.
  • Strong interpersonal skills and ability to work with diverse communities respectfully.
