About New Consultancy and Relief Organization:
New Consultancy and Relief Organization (NCRO) is serving the needy people, particularly returnees from the neighboring countries and internally displaced persons IDPs due to natural disasters or internal conflicts. NCRO is a fully voluntary organization, providing assistance in water supply, sanitation, food security, nutrition, protection, shelter, infrastructure, and economic recovery to vulnerable people, irrespective of gender, race, language and location.

Job Description:
The Civil Engineer will be responsible for designing, supervising, and monitoring construction and rehabilitation projects in the field. He will ensure that all engineering activities meet quality, technical standards, and project requirements. The role requires strong coordination with project teams, contractors, communities, and local authorities to deliver safe, cost-effective, and durable infrastructure solutions.
Duties & Responsibilities
- Conduct technical assessments, surveys, and site visits for proposed infrastructure projects.
- Prepare engineering designs, drawings, and BoQs (Bill of Quantities) in line with project requirements.
- Supervise construction and rehabilitation works, ensuring compliance with technical specifications and safety standards.
- Monitor Skilled Labours performances and provide technical guidance on-site.
- Ensure quality control, proper use of materials, and timely completion of works.
- Prepare progress reports, technical documentation, and field monitoring checklists.
- Liaise with community representatives, authorities, and project staff for smooth implementation.
- Train and support field staff and community members on maintenance and safe use of infrastructure.
- Ensure gender and environmental considerations in all engineering activities.
- Perform any other duties assigned by the supervisor related to project implementation.
- Training of Beneficiaries in reconstruction of shelter (repair/Upgrade)including Earthquik mitigation meausrs.
Job Requirements:
Education:
- Bachelor’s degree in Civil Engineering (Master’s preferred).
Work Experience:
- Minimum of 3 years relevant experience in construction, infrastructure, WASH, or shelter projects with NGOs, INGOs, or government.
- Experience in rural infrastructure, community-based projects, and emergency response is an asset.
Skills and Knowledge:
- Strong knowledge of engineering standards, construction methods, and quality control.
- Ability to prepare technical drawings, designs, and BoQs.
- Good command of AutoCAD, MS Office, and other engineering software.
- Strong problem-solving and project management skills.
- Familiarity with Afghan construction norms and local context.
Languages:
- Fluency in Dari and Pashto – required.
- English – preferred.
Other Requirements:
- Willingness to travel frequently to project sites, including remote areas.
- Ability to work under pressure and meet deadlines.
- Strong interpersonal and communication skills with communities and local authorities.
- Commitment to organizational values, humanitarian principles, and accountability standards.
- Able to Use Total Station, Level, Theodolite and GPS
- Able to work with MS Package (Word, Excel, PowerPoint and Outlook), AutoCAD Package (AutoCAD & AutoCAD Civil 3D), GIS, Google Earth, 3D-Max & Rivet and Using ODK Collect / KOBO survey tools/software
