New Consultancy and Relief Organization (NCRO) is serving the needy people, particularly returnees from the neighboring countries and internally displaced persons IDPs due to natural disasters or internal conflicts.  NCRO is a fully voluntary organization, providing assistance in water supply, sanitation, food security, nutrition, protection, shelter, infrastructure, and economic recovery to vulnerable people, irrespective of gender, race, language and location.

Job Description:

Job Description: 

The Procurement & Logistic Officer will be responsible for managing the procurement of goods and services, logistics operations, fleet management, and asset control in line with organizational policies and donor requirements. He will ensure transparent, cost-effective, and timely support to program teams to achieve project objectives.

 

Duties & Responsibilities

  •  Ensure all procurement processes comply with organizational policies and donor regulations.
  • Prepare request for quotations (RFQs), purchase orders (POs), and contracts.
  • Collect quotations, evaluate bids, and prepare comparative bid analysis (CBA).
  • Maintain procurement records and filing system for audit and compliance.
  • Coordinate logistics including transportation, customs clearance (if required), and delivery of goods.
  • Manage warehouse stock, inventory records, and asset registers.
  • Ensure timely distribution of goods and materials to project sites.
  • Monitor fuel usage, vehicle maintenance, and fleet management.
  • Support program teams with logistics planning for field activities, training, and workshops.
  • Establish and maintain supplier/vendor database with updated market assessments.
  • Ensure cost-efficiency, transparency, and accountability in all procurement and logistics processes.
  • Prepare regular procurement and logistics reports for management.
  • Perform any other tasks assigned by the line manager in line with organizational needs.

Job Requirements:

Skills and Knowledge:

  • Good knowledge of procurement procedures, logistics operations, and inventory management.
  • Familiarity with donor procurement regulations.
  • Strong organizational, planning, and time management skills.
  • Good command of MS Office (Excel, Word, Outlook); knowledge of procurement software is an asset.
  • Strong negotiation and communication skills.

Languages:

  • Fluency in Dari and Pashto – required.
  • English – preferred.

Other Requirements:

  • Ability to travel to field locations when required.
  • High integrity, accountability, and attention to detail.
  • Ability to work under pressure and meet tight deadlines.
  • Strong interpersonal skills and teamwork abilities.
