Job Description:

  1. Assessing and Strengthening the GRM/CRM System
  • Review the existing GRM mechanism and provide technical recommendations for improvement.
  • Develop a systematic GRM recordkeeping system (digital and manual).
  • Propose cost-effective and sustainable feedback communication channels with beneficiaries (including hotline promotion).
  • Coordinate with existing feedback networks for collaboration.

B. Enhancing Data Protection and Security

  • Review ADA’s existing Data Protection Policy and recommend improvements for compliance with donor and international standards.
  • Develop and implement an internal data-sharing guideline, defining access levels and confidentiality protocols.
  • Provide technical guidance on:
    • Password protection and encryption of data files.
    • Secure data storage using cloud-based solutions.
    • Regular data backup mechanisms.
    • Procedures for data access and user permissions within the M&E unit.
  • Provide training and capacity-building sessions for ADA’s team on data security and ethical data handling.

C. Strengthening M&E Structure and Systems

  • Review ADA’s current M&E framework, reporting structure, and formats
  • Recommend an effective organizational MEAL structure
  • Support the development of an M&E manual and data management SOPs.
  • Provide technical support in designing a secure and efficient MEAL database (Excel-based or cloud-based).
  • Build capacity of MEAL staff through training on MEAL and result based monitoring and evaluation
  • Develop a plan to ensure the M&E unit’s independence and accountability to management.

D. Capacity Building and Sustainability

  • Assess current MEAL capacities of ADA staff and design a capacity development plan.
  • Conduct tailored training sessions on M&E tools, data quality assurance, reporting, and feedback handling.
  • Provide mentorship and coaching to M&E and program teams for at least  3 months

4. Deliverables

  1. Detailed Assessment Report of existing MEAL, GRM, and data protection systems.
  2. Updated and finalized Data Protection and Data Sharing and M&E Policy.
  3. Revised and operational GRM/CRM System with templates and guidelines.
  4. Draft M&E Structure and Manual (with reporting templates, tools, and feedback loops).
  5. Developed Database System (with clear security protocols).
  6. Capacity-Building Report and post-training evaluation.
  7. Final Consultancy Completion Report with recommendations for long-term sustainability.

Job Requirements:

. Required Qualifications and Experience

  • Master’s degree in Monitoring & Evaluation, Social Sciences, Statistics, IT, or related fields.
  • Minimum 5 years of experience in MEAL system design and implementation with NGOs or UN agencies.
  • Proven experience in data protection, data management systems, and digital MEAL tools.
  • Strong knowledge of accountability and feedback mechanisms (GRM/CRM).
  • Demonstrated experience in capacity building and policy development.
  • Excellent analytical, communication, and reporting skills.
  • Proficiency in English, Dari, and Pashto is an advantage.
