BBC Media Action delivers a portfolio of SBCC [Social and Behaviour Change Communication] oriented humanitarian and development projects in Afghanistan.

Background

BBC Media Action Afghanistan is delivering projects on empowering local media, journalists and aid workers learn how to undertake effective communications to reach and engage with local communities.

Overall Purpose:

To co-ordinate and manage the day-to-day operations of the BBC Media Action’s WASH, Nutrition and Health Communications work as part of a consortium in Afghanistan, monitoring progress towards project deliverables and working with the Senior Project Manager and other colleagues to identify and resolve issues to ensure that projects deliver on time, on budget and to a high quality. The position is based in Kabul and may involve travel within Afghanistan.

The Project Manager will co-ordinate with WASH, Nutrition and Health consortium partners and will be the primary liaison with them as well as local partners and monitor their activities and budgets closely. The Project Manager will also own the overall project workplan and ensure activities are on track and as per agreed budget as well as regularly compile internal and donor reports. The post holder will work closely with the Senior Project Manager and colleagues based in BBC Media Action London headquarters and country offices, to ensure necessary resources needed to deliver the project are lined up, and financial and donor compliance procedures are adhered to.

The Project Manager will represent BBC Media Action in-country to consortium members, key stakeholders and will ensure effective relationships and partnerships with a wide range of partners including the humanitarian clusters, broadcasters, NGOs, INGOs, CSOs, and others.  

Main Duties & responsibilities:

1. Manage and monitor the delivery of health communication project activities in Afghanistan, ensuring that deliverables are on track, on time and remain in line with BBC editorial standards and values, and BBC Media Action’s best practice.
2. Represent BBC Media Action at, and co-ordinate with consortium members and health and maternal health related partners.
3. Oversee the activities of a diverse team of project staff including production, training and project evaluation staff. Support team members to meet agreed objectives and develop their skills so that they can make an effective contribution to planned activities.
4. Set up robust systems to review project outputs and ensure progress and quality.
5. Negotiate and mediate if conflicting views/priorities arise within the project, working through these to reach a satisfactory conclusion.
6. Participate in the design and coordination of monitoring and evaluation activities and conduct regular feedback sessions, adjusting project delivery as necessary upon approval.
7. Work with finance colleagues to manage project budgets, exercising a degree of judgment to ensure that financial targets are met.
8. Write, compile all required project reports needed to meet the deliverable and reporting commitments for the donors.
9. Contribute to the development and implementation of BBC Media Action’s strategy for Afghanistan, including contributing to programme development activities and working with colleagues outside the direct project focus area, as required.

Skills, knowledge and experience requirements:

1. At least three years’ experience of managing humanitarian, development or health communication projects, preferably with experience in managing WASH, nutrition and health work.
2. Experience of project management in Afghanistan with demonstrated capacity to manage a large-scale project effectively.
3. Experience of implementing projects with multiply donors, including FCDO.
4. Experience of implementing projects as a consortium partner.  
5. Knowledge of social and behaviour change communication (SBCC) concepts and techniques (experience of having delivered SBCC projects in the past is highly desirable)
6. Experience of overseeing a team of local staff at a level which demonstrates experience in developing and leading on systems and processes. 
7. Strong financial management skills, with proven experience managing a large budget, including forecasting of budgets and accurate and timely financial reporting.  
8. The potential to acquire editorial decision-taking skills to make sensitive editorial judgements.
9. Ability to work on own initiative and organise time effectively within a range of often conflicting deadlines. 
10. The ability to forge and maintain strong working relations quickly and gain the trust of humanitarian actors, media house managers, editors, participating NGOs/CSOs.
11. Previous experience of all aspects of project design and development, including project research, theories of change, log frames, budgets, etc.
12. Experience in writing donor reports and other relevant documents.
13. Strong interpersonal and communication skills
14. Demonstrable creative ability, with a proven track-record in project design, development and implementation.
15. Willingness and desire to share expertise internally to support other activities
16. Excellent written and spoken English
17. Fluent in spoken and written Pashto and/or Dari

Desirable.

Strong knowledge of the global humanitarian system and standards.

Experience of project monitoring and management and proven ability to track and prepare project report for donors and other stakeholders.

Experience working with consortium members.

Well-developed IT skills, including Microsoft Office.

The role may involve working with groups of vulnerable children and adults. For the successful candidate, mandatory training will be provided on BBC Media Action’s safeguarding policy and staff code of conduct
