Job Summary:
The Project Manager (Protection) will be responsible for the overall implementation, management, coordination, and reporting of the Protection Project in the Eastern Region, primarily in Nangarhar Province. The position requires strong leadership, technical knowledge, and proven management experience to ensure the successful delivery of project outcomes in compliance with donor requirements and OMID’s standards.
The incumbent will lead a multidisciplinary project team and serve as the key liaison between OMID, donor agency, other implementing partners, government authorities, and community stakeholders.
Key Duties and Responsibilities:
Project Planning and Implementation
- Develop, implement, and oversee the project’s detailed implementation plan (DIP) and work plans.
- Ensure timely and quality implementation of all project activities according to project objectives, donor agreements, and organizational policies.
- Coordinate and collaborate closely with provincial line departments, district authorities, partner organizations, and community stakeholders.
- Ensure that the project interventions are inclusive, gender-sensitive, and protection-focused.
- Conduct needs assessments, field monitoring visits, and data analysis to guide adaptive project management.
Coordination and Representation
- Represent OMID and the project in relevant coordination platforms, particularly in Protection, GiHA, FSAC, WASH, and other humanitarian clusters.
- Maintain strong communication and coordination with donor, partners, and government institutions.
- Organize and participate in project-related workshops, training sessions, and stakeholder meetings.
Financial and Administrative Management
- Oversee project budgeting, procurement, and expenditure according to OMID and donor financial policies.
- Ensure accuracy, timeliness, and transparency in all project financial transactions and reports.
- Monitor the financial progress of the project and recommend adjustments when necessary.
Reporting and Documentation
- Prepare high-quality narrative and technical reports in English for donor and in national languages for local authorities.
- Document lessons learned, best practices, and success stories for knowledge sharing and project learning.
Cross-Cutting and Strategic Responsibilities
- Ensure integration of Safe and Inclusive Programming (SIP), gender equality, and community-based approaches across project activities.
- Contribute to strategic planning, proposal development, and concept note drafting for protection and related sectors.
- Support capacity building of project staff and local partners in project management and protection principles.
Other Duties
- Undertake any other tasks assigned by OMID’s senior management related to project operations and organizational growth.

- Master’s degree in the above-mentioned fields is preferred.
Experience:
- Minimum of 10 years of demonstrable experience in managing large-scale development and/or consortium projects, of which at least 3 years should be in a managerial position with national or international NGOs.
- Previous experience managing Protection-focused projects is highly desirable.
Technical Skills:
- Strong understanding of international humanitarian and development principles, community empowerment, and protection programming (including GBV prevention and gender mainstreaming).
- Proven experience in policy analysis, advocacy, and program development related to protection and community resilience.
- Excellent report writing, analytical, and communication skills in English (both written and verbal).
- Demonstrated experience in project budgeting, financial management, and donor compliance.
- Familiarity with coordination structures, especially cluster systems at regional levels.
Core Competencies:
- Strong leadership, management, and decision-making skills.
- Excellent facilitation, training, and presentation abilities.
- Proven capacity to manage multiple priorities under tight deadlines.
- High degree of flexibility and problem-solving ability in complex contexts.
