As another landmark development of the renowned Gulbahar Investment, Gulbahar towers is set to become the exciting residential apartment buildings. • One of Gulbahar Investment`s new project is Gulbahar Plaza which is under construction. The architectural and structural design and construction supervision of Gulbahar Plaza as a new commercial residential complex at the Airport Main Road in Microyan Destrict, in Kabul-Afghanistan.

1. Summery

The Mining Engineer will support the planning, development, and execution of mining operations to ensure safety, efficiency, and profitability. The role involves technical and operational oversight, including mine design, production scheduling, and compliance with environmental and safety regulations.

2. Purpose of the Assignment

The purpose of this assignment is to support the effective planning, development, and management of mining operations, ensuring that production objectives are met while maintaining the highest standards of safety, sustainability, and regulatory compliance.

3. Objectives

The key objectives of this role are:

• To design and implement safe, efficient, and cost-effective mine plans.
• To optimize mineral extraction processes and production performance.
• To ensure compliance with safety, environmental, and legal requirements.
• To contribute to long-term mine development, sustainability, and productivity enhancement.

4. Scope of Work / Duties and Responsibilities

Under the direct supervision of the PDD and in coordination with other relevant departments, the Mining Engineer will:

1. Prepare mine designs, layouts, and plans for both surface and underground operations.
2. Develop and implement short-term and long-term production schedules.
3. Conduct technical and economic feasibility studies for mining projects.
4. Oversee drilling, blasting, loading, and hauling operations to ensure efficiency and safety.
5. Monitor and analyze production data, identifying opportunities for process improvement.
6. Ensure adherence to occupational health, safety, and environmental regulations.
7. Collaborate closely with geologists, metallurgists, and maintenance teams to optimize operations.
8. Prepare and submit technical reports, progress updates, and budget estimates.
9. Participate in the selection, operation, and maintenance planning of mining equipment.
10. Provide technical guidance and training to mine personnel to strengthen operational capacity.

5. Deliverables

The Mining Engineer will be responsible for delivering the following outputs:

• Approved mine design and production plans.
• Regular operational performance reports (daily, weekly, and monthly).
• Safety and environmental compliance reports.
• Feasibility study and cost-benefit analysis documents.
• Annual mine development and improvement plan.

6. Qualifications and Experience

• Bachelor’s degree in Mining Engineering or a closely related field.
• Minimum of 5 years of relevant experience in mine design, planning, and operations (cement or similar industry preferred).
• Proficiency in mining design and planning software (e.g., Surpac, Datamine, Vulcan, MineSched).
• Strong knowledge of mining regulations, safety standards, and environmental laws.
• Demonstrated analytical, organizational, and problem-solving skills.
• Excellent report writing and communication abilities.
• Professional certification or engineering registration is an advantage.

7. Reporting and Supervision

The Mining Engineer will report directly to the PDD and will work in close coordination with the Geology, Production, and Safety Departments.

8. Duration and Schedule

This is a full-time position based at Gulbahar Cement Head Office Herat Province - with a 12-month contract and the potential for extension based on performance and project requirements. The position requires occasional travel to mine sites as necessary.

9. Working Conditions

The role will involve both office-based planning and field-based supervision of mining operations. The incumbent must adhere to all safety, health, and environmental standards applicable to the mining industry.
