Apex AMANAT Microfinance Services (AAMS), an impact-driven investment arm of the Rupani Development Initiative (RDI), is launching a new Microfinance Institution (MFI) in Afghanistan. 

Job Description:

Rupani Development Initiative (RDI) is looking for experienced professionals for its upcoming Microfinance Institution (MFI) in Afghanistan. The positions aim to build a strong management team to ensure effective operations, financial sustainability, and impactful service delivery.

General Responsibilities:
The HR & Administration Officer will ensure effective management of human resources and administrative operations to support institutional efficiency, compliance, and staff well-being.

  • Oversee the full recruitment cycle, including job postings, interviews, onboarding, and staff orientation.

  • Manage employee performance evaluations, professional development, and capacity-building initiatives.

  • Ensure HR policies comply with Afghanistan labor laws, organizational ethics, and AAMS objectives.

  • Handle administrative functions, such as logistics, procurement coordination, and office management.

  • Maintain accurate employee records, leave management, and payroll documentation.

  • Promote staff welfare, workplace safety, and a positive organizational culture.

  • Support senior management in organizational planning, policy updates, and disciplinary procedures.

Job Requirements:

Education & Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 3–5 years of experience in HR and administration, preferably in microfinance or NGOs.
  • Strong interpersonal, organizational, and leadership skills.
  • Strong English repoting skill 
  • Fluency in English, Dari and Pashto languages. 

Additional Skills and Competencies:

  • Strong knowledge of HR policies, labor laws, and recruitment best practices.

  • Proficiency in payroll systems, and MS Office.

  • Excellent organizational, planning, and time-management skills.

  • Strong communication, interpersonal, and negotiation abilities.

  • Ability to maintain confidentiality and handle sensitive matters professionally.

  • Problem-solving and conflict resolution skills.

  • Ability to coordinate office administration and ensure smooth operational support.

  • Adaptability and teamwork to support cross-functional departments.
