Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 200,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking water for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners
Job Description:
The WASH & Emergency Program Officer oversees humanitarian emergency and WASH programs, and is responsible for overall design, implementation, and monitoring of emergency and WASH projects. The WASH and Emergency Program Officer provides leadership in mobilizing resources and organizing humanitarian emergency response including initiating, planning, launching, monitoring and closing all emergency response activities.
He/she is also responsible for providing technical leadership for project design and implementation, and providing technical guidance to project teams during emergency response operations.
At the meantime, the WASH & Emergency Program Officer regularly coordinates with relevant government departments and line ministries at all levels to ensure smooth implementation of projects. The position is based in Kabul with travel extensively to the field.
Key Duties and Responsibilities
- Provide leadership in mobilizing resources and organizing humanitarian emergency and WASH response.
- Initiate, plan, launch, monitor and close AFV emergency response activities.
- Provide technical leadership in developing technical project documents for WASH and emergency response projects.
- Provide technical guidance to project teams during emergency response and WASH activities in collaboration with line manager.
- Contribute to fundraising initiatives
- Write proposals and develop project technical documents.
- Manage and coordinate the delivery of humanitarian emergency response and WASH assistance according to international SPHERE and Core Humanitarian Standards (CHS)
- Develop project monitoring plans ensuring that qualitative and quantitative indicators align with project milestones and donor requirements.
- Conduct needs assessments and baseline surveys to assess needs and gaps in affected areas.
- Coordinate with government agencies and other coordination bodies to monitor emergency and need situations and adopt appropriate response modality based on good quality assessments.
- Represent AFV in meetings and coordination platforms, liaising with authorities, relevant clusters, UN agencies, NGOs, and other stakeholders.
- Prepare reports and updates on emergency and WASH response activities, ensuring timely and accurate information sharing.
- Develop project action plans and closely work with project teams on provincial level to ensure smooth implementation of all activities.
- Supervise project teams with technical and administrative support on field level.
- Develop a roadmap for conducting needs assessment and beneficiary selection.
- Oversee day to day field activities and data collection according to standards by field staff
- Conduct regular visits to project sites for quality assurance and community engagement.
- Develop and maintain good working relationship with all stakeholders.
- Coordinate program activities with relevant line ministries as required.
- Monitor project activities and ensure all activities are on track and are reaching the most vulnerable beneficiaries.
- Prepare and document project results and impact stories.
- Provide good quality progress reports, and ensure timely submission of reports to relevant clusters through report hub
Job Requirements:
Education:
- Bachelor in Emergency Management, Engineering or related field. Master is preferred.
- Knowledge and experience of MS office and other engineering statistical programs such as AutoCAD, Water gem and other related construction design programs
- Knowledge of designing and implementation of Emergency response and WASH projects.
Work Experience:
- At least 7 years work experience in implementation of WASH and emergency response projects in Afghanistan.
- Experience in design and implementation of WASH infrastructure inclusive of water supply networks, sanitation facilities, and drilling of bore wells.
- Proven previous experience in similar role as (WASH/Emergency coordinator/officer.)
- Previous coordination/management experience.
- Excellent communication, cooperation, and interpersonal skills.
- Excellent Project Management skill.s
- Experience of WASH, ESNFI, and FSAC cluster, and other coordination platforms.
