PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. Job Description:
Responsibilities and particular assignments
General Responsibilities
- Responsible for ensuring quality across Kunar and Nuristan provinces in coordination head of base.
- Responsible for relevant sectoral coordination and supply with PMT.
- Responsible for the management of health and nutrition components of projects in the provinces including BPHS and EPHS components when applicable.
- Responsible to support the implementation of all health and nutrition interventions in the fixed and mobile health centers including TFUs.
- S/he will carry out regular supervision /monitoring visits and follow up on the data provided by the health facilities to ensure the health & Nutrition services are implemented in a timely manner, providing qualitative services to both children and women as well as catchment area vulnerable population, in a cost-efficient manner.
- S/he will find the gaps and provide on the job trainings and other comprehensive health and nutrition trainings as per need (IMNCI, EPI, communicable disease, HMIS, IMAM, MIYCN, IPD-SAM etc.).
- S/he will be technically responsible for the recruitment of the technical staff at the health facility and office level.
Objective 1: Health & Nutrition activities implementation follow up
Activities/main duties
- Ensure health and nutrition activities are implemented according to project proposal workplan.
- Focus on areas such as infant and young child feeding (IYCF), growth monitoring, and maternal nutrition as per IMAM & MIYCN national guidelines.
- Ensure the correct identification of SAM and MAM cases and the suitable distribution of hygiene kits and cash, following the selection criteria.
- Strengthen the link between referrals and follow up of beneficiaries from community to health facilities
- Oversee that the linkages between community-based health structures for early case identification, referral and management of acute malnutrition and common childhood illnesses are strengthened.
- Responsible for support proposed technical health and nutrition theoretical trainings as per regional training plan in close coordination with head of base, PM and Health & Nutrition specialist.
- Prepare supervision and monitoring plan and conduct visits together with relevant supervisors and provide on the job training for the staff on time to ensure the quality services are in place.
- Follow-up on the action plans of supervision visits prepared by relevant supervisors and share with regional technical team.
- Participate in needs assessments as requested by HoB/PMs and support in technical design of the activities.
- Ensure all the beneficiaries and vulnerable population received quality health and nutrition care and treatments are according to the MoPH standards guidelines.
- Regularly conduct the Training need assessment (TNA) and share with HoB/PM.
- Support Health Facility in-charge on communication with community leaders and beneficiaries to get their feedbacks on the service deliveries for the improvement of the health and nutrition services.
- Participation in the outbreak response and ensure to have better response once needed.
- Identify the gaps, facilitate a root cause analysis with the staff, and development of an improvement plan.
- Develop a monthly work plan for improvement of clinical and non-clinical weaknesses observed in the targeted HFs
- Ensure good internal and external referral mechanism are in place.
- Regular follow up with health facility to ensure the kits, cash for referral provision as per SoPs.
- Follow monitoring reports shared by MoPH/ PPHD and PU-AMI’s MEAL team and prepare and follow-up action plan with relevant team members i.e., HF in-charge, Project officer, PM and HoB.
- Ensure IPC measures are adhered to by all health facility staff.
- To make sure that Rational Use of Drugs (RUD) and Management of Drugs Supply (MDS) are respecting with closed coordination of Pharmacy team.
Objective 2: Internal and External Coordination and Communication
Activities/main duties
- Work in collaboration with partners and local authority in the area for quality improvement system in the health and nutrition sector.
- Participation in the provincial health & Nutrition meetings if needed.
- Participation regular internal program meetings and provide technical inputs.
- Ensure external representation are in place as per PU-AMI policy if needed.
- Conduct regular coordination meeting with UNICEF, WFP, WHO, BPHS and EPHS and closed relationships are in place at provincial level.
- Ensure close coordination is in place with PU-AMI internal departments and other sectoral specialists.
- Support HR team for the recruitment of health and nutrition staff at HFs level.
- Provide support to the other supervisors
- S/he will closely work with MEAL department
- Coordinate with relevant team (HoBs, Pharmacy assistance and PMs) if health facilities have shortages of medical and nutrition supplies
- Organize a meeting with representatives of the communities and health shuras.
- Ensure space is available for the provision of health& nutrition services delivery.
- Ensure communities are involved in the decision-making process for SDPs, EPI services, MCH services, Nutrition services, etc.
- Collect data regarding the factors affecting the female beneficiary’s involvement in outdoor activity
- To establish and develop good mutual understanding, cooperation and trust between PU-AMI and the targeted community.
- Break the gaps between health facility and community to ensure the community is fully informed of the PU-AMI services.
- Ensure that all LHC shuras meetings are conducted at HFs level with shuras members and community concerns will be timely communicated with the line manager.
- Submit the approved/ signed attendance sheet of all HF staff to the HR department.
- S/he will make a good communication link between the HF and PU-AMI management team.
- Provide all the valid MoPH guidelines and ensure all guidelines are present in hard copies in the health facilities.
Objective 3: Reporting
Activities/main duties
- S/he will be responsible for collecting the weekly, biweekly and monthly nutrition statistics report, and MIAR report, analysis, cross check and provide feedback with all HFs align with HMIS.
- Ensure compilation of health, trauma, SRH, EPI and Nutrition data from all HFs and submit to the line manager.
- S/he will be responsible for the compilation of the reports and share with HoB and other relevant staff for further review and submission.
- Provide supervision and monitoring report and share with relevant department at provincial level and regional level.
- S/he will do monthly, Quartey and annual data analysis and share their trend with health facility staff, Pos, PMs, DAC and coordination technical team.
- Provision of UNICEF and WFP weekly, Bi -weekly and monthly report and sharing with regional level for further submission.
Objective 4: Accountability to Affected Populations
Activities/Main duties
- Contribute to communities’ awareness on CFM, and feedback channels availability and accessibility;
- Support timely, complete and accurate responses to feedback and complaints;
- Collect feedback and complaints from health workers, participants, community members, other and report to accountability supervisors, as per the CFM policy (as a channel);
- Ensure the complaints’ resolutions are implemented at field level (case by case, or general);
- Adhere to PU-AMI organizational policies (incl. CoC, Child protection policy, anti-fraud and anti-corruption policy, PSEA policy) and report any policy violations, suspicions, or allegations through the whistle-blower mechanism
Job Requirements:
- Medical Doctor degree is required.
- 2 years of experience in the management of health and nutrition programs for NGOs, and having IMAM TOT, received HMIS and EPI training as essential.
- Good understanding of BPHS and EPHS projects.
- Good understanding of emergency projects.
- Good knowledge of MoPH policies.
- Ability to manage a high workload and meet deadlines, demonstrated flexibility and multi-task ability
- Willing to travel to remote areas of intervention.
- Training and capacity-building skills
- Good interpersonal skills, motivation for teamwork.
- Team spirit and positive attitude.
- Excellent skills with Word/Excel/ PowerPoint and Microsoft Office in general.
- Excellent speaking and writing skills in English, (significant reporting in English)
- Fluent in Pashto and Dari.
